About the Assignment

Global Pathfields is hiring a Programme Officer (PO) based at the New Delhi office. The Programme Officer will provide leadership to Public Health, Nutrition & WASH programmes of the organisation and ensure coordination at the field level. The Programme Officer will report to the Director and will be responsible for overall management and implementation of various programmes of the organisation.

S/he will be working in close communication with local implementing partners and share regular updates & reports with the Director on project progress and learnings, flagging implementation challenges or issues, if any. Some of the major duties and responsibilities include but are not limited to:

Job Summary:
Programme Officer will work under the supervision of Director Programmes. The Programme Officer will be responsible for management and implementation of projects at state and District level.

Roles and Responsibilities:

PROGRAMME MANAGEMENT

Research, Studies and Consultancies (15 Per cent)
• Identification and development of project proposals
• Training of field teams and ensure collection of quality data (quantitative and qualitative)
• Analysis of data (quantitative and qualitative)
• High quality report writing
• Strict adherence to the project timeline
• Conceptualise and pro-actively contribute towards research approach of the organisation

Program Implementation (20 Per cent)

Communities
• Identification of program communities and ensure implementation of thematic programs across Delhi NCR and Madhya Pradesh
• Development of state, district and community profiles (Info graphic, latest data)
• SWOT analysis of competitors other organisations working on the issue or geographic area
• Conduct regular field visits and monitor the thematic programs
• Partnership development with community based CSOs and other stakeholders (Govt./Private sector etc)
• Develop a cadre of volunteers/youth at community level to carry forward Global Pathfields mission

Program Planning and Implementation
• Development of annual work plan, project log frame and ensure effective project planning
• Ensure implementation of programmes at state/district level.
• Overall coordination of the assigned project/task.
• Ensure Conceptualisation and implementation of various programmes, as per the project timeline.
• Monitor overall planning within agreed timelines and ensure deliverables as committed
• Develop, finalise and implement the project management plan, progress indicators in coordination with the programme director, programme team and implementing partners.
• Oversee and guide the development of programme documentation, including work plans, budgets, best practices and reports for donor submissions.
• Provide assistance by participating, documenting and preparing the minutes of the meetings of the programme activities for follow up action plan.
• Conceptualise and development partnerships with Health, WCD Department, UN, Donor, Private Sector and other stakeholders
• Develop partnerships with community-based organisations for program implementation
• Develop Health, Nutrition & WASH programmes in various districts
• Develop a cadre of youth volunteers

Knowledge Management and Communications (10 Per cent)
• Analysis of policies, programs and evidences and brief Director on a regular basis
• Ensure that project’s monthly/quarterly/annual reports are prepared and submitted to Director for review and onward submission to the donor.
• Develop state and district plans in Health, Nutrition & WASH
• Regularly update program, concept note, presentations etc strategy and provide briefing to the Director on a regularly basis
• Ensure high quality documentation
• Develop Project briefs and activity briefs for the website
• Development and regular updation of organisation monthly newsletter
• Develop community case studies and success stories
• Contribute towards evidence generation of the program
Resource Mobilization (20 Per cent)
• Ensure resource mobilisation (for program implementation) from the donors (institutional, UN, Govt. Private sector) and individual (quarterly basis)
• Ensure funding for research studies and consultancies (quarterly basis)
• Mobilise and secure funding for thematic areas (consultancies and programs)
Business Development (20 Per cent)
• Develop concept notes and project proposals in Health, Nutrition & WASH
• Develop and organise employee engagement program for private sector and stakeholders
• Ensure preparations and organising of donor visits in the community
• Mapping of donors and other stakeholders in the ecosystem

Advocacy (10 Per cent)
• Organise conferences, seminars etc in consultation with Director
• Develop concept note for the conference/seminar
• Representing Global Pathfields in the district/state/ national level policy forums
Attend and represent the organization at relevant meetings and conferences.
• Extend the necessary administrative, operational and logistic support for the programmes

Social Media Management (5 Per cent)
• Regular update the programs and updates on social media facebook, instagram, website
Required Qualification and Experience
• PG degree in social work/development studies/development management/MBA/others
• Experience in Health, Nutrition & WASH implementation programmes
• Experience in working on the thematic areas
• Proven abilities, conceptually strong in development sector issues.
• 4-5 years of demonstrated development sector experience in programme management.
• 4-5 years progressive experience in the Child rights, health, nutrition & WASH, gender, and M&E sector including demonstrated ability in programme/project management and implementation.
• Understanding of programme and policies and its implication in a gender and rights based approaches
• Experience of quality reporting and documentation (Essential).
• Computer literate with a very good working knowledge of Windows Microsoft Office.
• Ability to work independently and as a team player with demonstrated leadership skills, communication, networking and presentation capabilities.
• Fluency in English and local language.
• Experience working with diverse groups and knowledge of and respect for local customs.
• Excellent interpersonal skills, including the ability to respect and work with a range of communities and groups.
• Highly organised with the ability to prioritise and multi task the work with quality
• The position required extensive field travel and the candidate should be open to relocate to the other program states of the organisation

Compensation Offered:
The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history (40,000 to 50,000 p.m.).
