The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, mitigation of pollutants that cause climate change, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Environmental Analyst IV in the Water Management Program, Division of Watershed Management, Bureau of Water Resources.  This position will be based in MassDEP’s Boston Office and will report to the Water Management Program Chief in Boston.  The position will generally support the Water Management Program through technical support and policy development, and assistance to Boston Water Management Program staff. 

Since revised Water Management Regulations at 310 CMR 36.00 were adopted in 2014, MassDEP Water Management permits must include conditions that require permitted water users to mitigate the impacts of their increasing withdrawals as specified in their permit. 

The Water Management Program seeks a candidate who can fulfill a variety of technical responsibilities related to review of the impacts of water withdrawals on river basin safe yield, aquatic resources, other water users, and mitigation of withdrawal impacts.  A preferred candidate will be a knowledgeable hydrogeologist with experience in the following:

In addition, the position will serve as a lead cooperator with state and federal agencies, and consultants in scientific studies (developing scopes, monitoring progress and reviewing draft and final reports).

 GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIESUnder the direction of the WMA Program Manager or his/her designee, the EA IV provides support for the MassDEP Water Management Program (M.G.L. c. 21G).  The work includes:Gathering, analysis and interpretation of hydrologic data for use in water resources planning and permitting of large water withdrawals;Serving as MassDEP’s liaison to other professionals in the field both within MassDEP and at other state and Federal agencies, specifically Mass DCR, and USGS;Developing grant project proposals to support such work including the design of data collection methods to meet the project objectives, coordinating and supervising the grant project team to ensure the completion of project deliverables in a timely manner;Reviewing existing Water Management Permits, Permit Renewals, new Permits and Permit Amendment Applications including:Working as lead hydrologist in the WMA permit program to review environmental consulting proposals and recommend changes to technical specifications;Reviewing the technical portions of mitigation plans for permitted water withdrawals;Providing guidance on development and execution of mitigation plans;Drafting permit language and developing permit requirements, specifically environmental monitoring conditions with applicants; andDeveloping operational strategies for ensuring compliance with permit conditions.Acting as technical lead on preparing testimony for permit appeal cases
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIESAnalyzes existing hydrologic data gathered from various sources in order to assist in water resources planning and management efforts and determines the need for more data to be gathered.Develops methodologies and procedures for gathering data in order to provide input into water resources plans, management programs, and permitting decisions and reviews data methods and procedures developed by others.Serves as MassDEPs liaison to other professionals in the field to determine what hydrologic data is available and keep abreast of developments in the field.Prepares and reviews reports summarizing hydrologic studies for use in water resources planning and permitting.Reviews water resource reports and Water Management permit and permit amendment applications to evaluate the accuracy of hydrologic data and make appropriate recommendations.Maintains records and attends staff meetings and conferences.Serves as technical liaison between DEP and USGS.Develops grant proposals to further Water Management Program research needs.Provides technical expert testimony at court proceedings as necessary.Presents scientific data and studies to stakeholders and other groups.Performs related duties as assigned. 
 QUALIFICATIONS REQUIRED AT HIRE 
(List knowledges, skills, abilities)Knowledge of the principles and practices of hydrology, surface water hydraulics and surface water modeling.Knowledge of the principles and practices of ground water hydraulics and ground water modeling.Knowledge of hydrogeologic field work and analysis, including pumping tests, groundwater modeling, and groundwater monitoring, to apply toward evaluating technical plans and results found in permit applications, monitoring reports, and scientific studies.Knowledge of the research methods and techniques used in hydrology.Ability to work as lead cooperator in scientific studies developing scopes, monitoring progress and reviewing draft reports.Knowledge of the methods of technical report writing.Ability to analyze and determine the applicability of hydrologic data, to draw conclusions and make appropriate recommendations.Ability to prepare and review technical reports.Ability to communicate technical information effectively both orally and in writing.Ability to write clearly and concisely.Ability to prepare and use charts, graphs and tables.Ability to plan, assign, coordinate and review the activities of professional personnel in accomplishing assigned work objectives.
QUALIFICATIONS ACQUIRED ON JOB (List knowledges, skills, abilities)Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing WMA program activities.Knowledge of the types and uses of agency forms.Knowledge of USGS Firm Yield Model 2.0, USGS Massachusetts Reservoir Simulation Tool and USGS SYE Tool 2.0.Ability to determine proper format and procedure for assembling items of information.Ability to develop permit mitigation guidance and procedures for relevant permit requirements when few precedents or guidelines are available,Knowledge of the principles and practices of water resource planning.Proficiency in reviewing WMA permits.Understanding WMA permit compliance and enforcement processes and issues.Understanding of the role of related rules and regulations in WMA permitting (e.g. the role of the DCR Office of Water Resources, and the MA Water Resources Commission).Ability to present scientific studies to stakeholder groups.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions: 

I. An Associate’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*  

II. A Bachelor’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
