The Advisory Committee on Social, Economic and Environmental Sciences (ACSEES) is an important source of independent, strategic advice to the Murray–Darling Basin Authority (MDBA). The committee is established under Section 203 of the Water Act 2007 and works to ensure the Basin Plan is implemented with the support of robust methodology, science and knowledge. 

ACSEES reviews and advises on the science that informs Basin Plan implementation and the broader scientific context of the MDBA’s work, including environmental watering, adaptive management, climate change and the monitoring and evaluation of Basin Plan outcomes. Fostering partnerships and the communication of Basin science within academic, community and industry networks are also important components of the committee’s role. 

Committee members bring a depth of understanding of issues relevant to implementing the Basin Plan. Members are senior academics who hold eminence and expertise in fields of hydrology, ecology and natural resource management, climate sciences, economics, social and cultural values, water governance and law, and government and political processes.

The Chair of the ACSEES Committee must be a member of the Committee. The purpose of the Chair is to lead the members of the Committee as a cohesive team so that they most effectively perform their functions.  

The Committee meets formally twice a year for two full days, with bilateral engagement or teleconferences organized between formal meetings as required.

The Chair will sit on the Committee for a set tenure of 3 years, commencing 1 July 2023. Following completion of their tenure, the Chair may re-apply to the Committee.

Specific duties:

In this role you will lead the provision of independent, strategic advice to the Murray–Darling Basin Authority and:
• Maintain a strategic awareness of Murray–Darling Basin water policy challenges
• Maintain an understanding of Basin-related science initiatives
• Provide scientific expertise and advice as required of all Committee members
• Chair all meetings of the Committee, including:
  o ensuring all Members are given the opportunity to speak about matters on the agenda 
  o ensuring diverse views are considered and reported 
  o ensuring Members are provided with sufficient information across relevant scientific, technical, and policy issues as relevant for the meetings 
  o confirming and summarizing key outcomes, priorities and risks
• Engage with and brief Authority members on meeting outcomes and the Committee’s priorities and risks, including the presentation of a written Chair’s report
• Engage with relevant MDBA staff ahead of all meetings to confirm meeting agendas, the Committee’s priorities and risks and expected outcomes
• Connect with Committee members pre and post Committee meetings

The MDBA provides an ACSEES Secretariat to support the Chair and Members.
