Description

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the restoration and preservation of wetlands, surface waters and coastal resources.

Duty Statement:

Under the supervision of the National Pollutant Discharge Elimination System (NPDES)/Surface Water Discharge Program (SWDP) Section Chief, the EA III will be responsible for oversight and management of the Bureau of Water Resources’ Sewage Notification Program within the NPDES/SWD Program. Responsibilities also includes permitting, data management and other duties as assigned with the Program.  This position will provide management/coordination/oversight in the areas of, and will be responsible for:

  1. Advise MassDEP Regional Offices on the details of the Sewage Notification Regulations.
  2. Provide compliance assistance to Sewage Notification permittees.
  3. Lead the implementation of the Sewage Notification Program Compliance and Enforcement Strategy.
  4. Provide technical assistance to permittees and Boards of Health to improve compliance with the regulations.
  5. Develop templates for enforcement documents.
  6. Periodically compile information related to compliance with the regulations and enforcement actions taken.
  7. Serve as one of the managers of the Sewage Notification data system to identify data system “bugs”, work with Commonwealth IT for development and adoption of corrective measures.  Work with Commonwealth IT to develop and implement data system updates for release of Version 2.0.  Provide updates to the NPDES Section Chief, Director of the Division of Watershed Management, and Senior Managers on program implementation.
  8. Work with Commonwealth IT and MassDEP GIS staff to integrate information from the data system into GIS mapping.
  9. Assist with the compilation of an annual report to provide a summary of all discharge activity reported for the previous calendar year, including information about total discharge volumes, frequencies, and treatment of effluent.
  10. Keep track of potential future revisions to the Sewage Notification Regulations and participate in future efforts to revise the regulations.
  11. Work with Regional Offices to maintain information on CSOs on a statewide basis. Ensure MassDEP website is up to date with current information. Become familiar with NPDES permit conditions for CSOs.
  12. Keep regional offices informed of changes to policies, procedures, and regulations related to Sewage Notification.
  13. Manage and administer the Notification Grant Program
  14. Identify sources of funding for sewage notification permittees to address combined sewers and other improvements in sewer infrastructure
  15. Review and comment on EPA National Pollutant Discharge Elimination System (NPDES) draft and final permit documents; develop MassDEP Surface Water Discharge (SWD) draft permits, fact sheets, and water quality certifications consistent with 314 CMR 2.00, 3.00, and 4.00; coordinate permit reviews and public notices with in-house staff and EPA, conduct site visits and meetings; and other related tasks.
  16. Assist NPDES permittees with industrial pretreatment questions and issues.
  17. Review annual industrial pretreatment reports submitted by NPDES permittees. 
  18. Serve as the compliance and enforcement lead for the NPDES program

QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities)

  1. Knowledge of water quality issues in Massachusetts, including stormwater.
  2. Working knowledge of the Federal Clean Water Act and Massachusetts Clean Waters Act.
  3. Experience/working knowledge of MS Word, Excel, Access, and PowerPoint.
  4. Knowledge of the principles of hydraulics applied to surface runoff, drainage, pipes and culverts, erosion, and sedimentation.
  5. Knowledge of the principles of hydrology, including hydrologic cycle, groundwater flow, flood, and flood control and runoff storage.
  6. Knowledge of mathematical computations used in calculating permit limits.
  7. Ability to communicate technical information to the general public in a clear and concise manner.
  8. Ability to analyze environmental data and information to draw conclusions and make appropriate recommendations.
  9. Ability to understand and apply laws, rules, and regulations concerning the environment in connection with the construction and maintenance of pollution control facilities and equipment.
  10. Ability to understand, apply, and explain the laws, rules, regulations, policies, procedures, specifications, and guidelines governing program activities.
  11. Good time management skills and ability to manage several projects at the same time

  3. Ability to determine proper format and procedure for assembling items of information.
  4. Proficiency in reviewing NPDES permits.
  5. Understanding of NPDES permit compliance and enforcement processes and issues.
  6. Understanding of Water Quality Standards and how they are implemented in NPDES permits.
  7. Understanding of TMDLs and how they are implemented in NPDES permits.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. 

Substitutions: 

I. An Associate’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
