Clean the World is a social enterprise with the mission of saving millions of lives around the world. We distribute recycled soap and hygiene products from more than 8,000+ hotel and resort partners to children and families in countries with a high death rate due to acute respiratory infection (pneumonia) and diarrheal diseases (cholera) – which are two of the top killers of children under 5.

Clean the World accomplishes its mission by collecting and recycling discarded soap and plastic amenity bottles from participating hospitality partners. Through the distribution of these and other donated hygiene products to impoverished people, help prevent millions of hygiene-related illnesses and deaths every year.

We are currently hiring for a Global WASH Director.

The Global WASH Director (GWD) reports to the Executive Director, Clean the World Foundation for guidance and general supervision. The GWD leads the development, preparation, management, implementation, monitoring and evaluation of CTWF’ WASH program globally and in accordance with the Global Strategy (2022-2032) and Results Framework.S/he provides technical guidance and management support throughout the programming processes, to facilitate the management, administration and achievement of the WASH-related outcome results in line with the global strategy.

The GWD will strategically undertake 4 areas of crucial importance to drive the achievement of the Results Framework: 1) Improving Governance for WASH 2) Financing for WASH 3) Supporting the availability of functioning WASH Infrastructure extending to the last mile 4) Empowering communities and local government to take ownership for WASH.

Across the 4 Key areas and Results Framework, innovation, inclusion of emerging technologies, partnerships and coalitions, the participation of the private sector and localization of solutions, with women at the heart of all approaches is fundamental.

Program development and planning

Conduct situation analyses across program areas and countries. Provide timely,comprehensive and current data to inform WASH policy and programdevelopment, planning, management and implementation. Keep abreast of WASHsector development trends, for maximum efficiency and effectiveness inprogram  design, management and implementation.

Participate in strategic WASH program planning discussions. Prepare WASH donor proposals, ensuring alignment with CTWF’s Global WASH Strategic Plan, and Regional and Country programs, as well as government plans and priorities, and the role of other external support agencies. Be familiar with capture principles.

Assist in the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification. Prepare required documentation for program reviews.

Work with colleagues and partners to discuss strategies and methodologies for the achievement of WASH outcome results globally. Participate in Board meetings when requested by the Executive Director.

Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other CTW Global endeavors, for the achievement of the WASH outcome results.

Draft the annual work plan, in close cooperation with various stakeholders such as country offices, government and other counterparts.

Program management, monitoring and delivery of results

With other external support agencies, strengthen national WASH sector planning, budgeting and monitoring systems, with a focus on WASH outcomes (behaviors),using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).

Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with HQ and National staff, governments and other counterparts and prepare reports on results for required action/interventions.

Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programs and management, identify and document lessons learned.

Monitor and report on the use of sectoral program resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.

Prepare WASH Sector progress reports for management, donors and partners.

Technical and operational support for program implementation

Actively monitor CTWF’s supported activities through field visits, surveys and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.

Provide technical and operational inputs to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of CTWFs policies, strategies, processes and best practices in WASH, to support program implementation.

Plan for use of technical experts from the Technical Advisory Committee, as and  where appropriate in the WASH program, through remote support and on-site visits.

Participate in WASH program meetings, to review progress, with government, other sector agencies and implementation partners, involved at various stages ofWASH program implementation, to provide expert advice and guidance.

Draft policy papers, briefs and other strategic materials for use by management, donors, CTWF regional offices and headquarters.

Humanitarian WASH preparedness and response

Working with the ED and GEO, put in place CTWF’s strategy to respond to WASH in Emergencies.

Support GEO in the requisitions for supplies, services, long-term agreements and partnership agreements to ensure CTWF is prepared to deliver on its commitments for WASH in case of an emergency.

Contribute to the coordination arrangement for humanitarian WASH, for instant robust coordination in case of an emergency.

With the GEO, ensure that all CTWF staff are familiar with CTWF’s procedures for responding in an emergency. Build CTW Global’s understanding as well.

Take up support roles in an emergency response and early recovery, as and when the need arises.

Networking and partnership building

Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieveWASH output and outcome results.

Prepare materials for WASH program advocacy to promote awareness, establish partnerships and support fund-raising.

Participate in inter-agency discussions, where permitted, ensuring that CTWF’s position, interests and priorities are fully considered and integrated in the development planning and agenda setting.

Innovation, knowledge management and capacity building

Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems). Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.

Create and deliver learning opportunities for CTWF staff and partners, to ensure sector capacity remains up-to-date with latest developments.

Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the initiative to strengthen capacities systematically.

Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

Education: 

An advanced university degree in one of the following fields is required: public health, sanitary engineering or another relevant technical field with an understanding of issues around IWRM, watershed management, governance, financing for WASH, infrastructure for WASH.

Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.

Experience: DEVELOPMENTAL: a minimum of ten years of professional experience in WASH-related programs for developing countries is required.One year of deployment in a developing country is required.

HUMANITARIAN: At least one three-month deployment mission in a humanitarian situation is required. 

Languages: 2 of the following languages are preferred (English, Spanish)

Environmental and Physical Conditions:

An office environment with the option to work a portion of time remotely.This position requires travel to the field from time to time and in conditions that may be disrupted.
