The Idaho Department of Environmental Quality (DEQ) is hiring a limited service position to serve as a Senior Grant and Loan Engineer for our Drinking Water Protection and Finance Division located in Boise, Idaho. This position provides engineering technical oversight in implementing the American Rescue Plan Act (ARPA) and State Revolving Fund (SRF) loans and planning grants. The senior engineer oversees ARPA and portions of the SRF grant requirements, including Green Project Reserve (GPR), American Iron and Steel (AIS), and Davis Bacon.
*This position is available to be worked at a 30-40 hours per week schedule*Example of Duties
- Work with stakeholders on grants and loans associated with federal and state requirements specific to funding sources and engineering activities for infrastructure projects.
- Interpret and implement engineering activities related to SRF grants and ARPA requirements, Safe Drinking Water and Clean Water Acts, and Idaho statutes and rules.
- Direct regional office staff in administering grant and loan projects, including ARPA projects.
- Review engineering submittals for SRF and ARPA projects and oversee projects; answer technical engineering questions; and provide training for Grant and Loan Bureau engineering requirements and associated Idaho rules and statutes.
- Monitor SRF and ARPA construction projects and conduct field visits.
- Prepare technical and outreach material for SRF-funded projects.
- Review AIS and Build American Buy American (BABA) documentation for construction projects; address AIS and BABA waiver requirements and questions from the US Environmental Protection Agency and stakeholders.
- Provide guidance to stakeholders and ensure proper implementation during Davis Bacon projects.
- Rate and rank Letter of Interest (LOI) forms and assist with LOI and rating form updates.
- Train regional office engineers on grant and loan changes and onboard new engineering staff.
- Research new engineering innovations that can be funded by the Grant and Loan Bureau.
- Serve as the point-of-contact for engineering information entered into the Grant and Loan Bureau’s data management system.
Minimum Qualifications
Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;
AND Valid Driver’s license.
Experience: coordinating with State and local government operations in one of the specific engineering specialties described below; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and related correspondence; reviewing engineering analysis; making oral presentations to groups relative to the merits of engineering applications.Supplemental Information

- 2883 Water Quality: Do you have experience applying engineering principles in the following aspects of Water Quality Protection: PUBLIC DRINKING WATER (chemical treatment and stabilization of drinking water/groundwater, well design, well construction, and hydrogeology, treatment of surface water for public drinking water supplies;) MUNICIPAL & INDUSTRIAL WASTEWATER (physical, biological and chemical treatment of wastewater, facility planning grants, and state revolving fund construction loans;) SOLID WASTE (activities related to solid waste and biosolids management;) SURFACE & GROUNDWATER PROTECTION (permitting, permit certification, storm water and pretreatment, materials and standards, flow analyses, collection and distribution and cross connection control;)DRINKING WATER & WASTEWATER DISINFECTION AND DISINFECTION BY-PRODUCTS (disinfection of water and wastewater and wastewater by-products.) To meet this specialty you must have a combination of approximately four years of post licensure experience in at least two of the five areas listed.
