Environment and Natural Resources Global Practice Context:

Unit Context:

The SEAE2 unit is one of two ENB units in the East Asia and Pacific Region (EAP). Staff in the unit manage a full spectrum of environment, climate change, green growth, blue economy, pollution management and natural resource lending and non-lending tasks in Vietnam, Cambodia, Laos, Myanmar, the Philippines, Thailand, and Malaysia! Importantly, the unit provides environmental risk management support to the entire World Bank investment portfolio in these countries, helping them to increase sustainability through managing potential environmental impacts from their Bank-financed development programs.

Duties and Responsibilities:

The SEAE2 unit is seeking to recruit a Natural Resources Management Specialist with expertise in protected areas and biodiversity management, to support its rich portfolio of operations, analytics, and environmental risk management in Cambodia. The Specialist will work in close collaboration with colleagues in the SEAE2 unit and other units of the Bank, and other relevant stakeholders as needed. Specific responsibilities include:

Natural Resources Management:

• Provide strategic advice on issues related to biodiversity, protected area management, nature-based tourism and rural livelihoods, community strengthening in natural resource management, and related topics.

• Support the implementation of an ongoing sustainable landscape and ecotourism projects and associated key strategic issues and activities, including participation in preparation and supervision missions, drafting of mission documents, and others.

• Contribute to the NRM and environment portfolio related business and pipeline development.

• Support the implementation of Analytical and Advisory Services Activities in Cambodia, including through expert inputs, coordination, and planning for timely delivery of analytical reports. Generate and curate knowledge, such as by identifying and describing best practices and implementation approaches, and promote its dissemination at the national / international levels.

• Contribute to the engagement and policy dialogue with government counterparts and other collaborators in protected area management and biodiversity conservation in Cambodia, liaising with relevant government partners such as the Ministries of Environment, Agriculture and Forestry, development partners and NGOs.

• Build relationships and facilitate effective communication with other clients, development partners, NGOs, civil society, the private sector, and other stakeholders.

Environmental Risk Management:

• Work closely with designated environmental and social risks focal points, ensure the effective integration of environmental due diligence into the design, appraisal and implementation of WBG supported projects.

• Provide expert advice to client and counterpart organizations, project teams and WBG management with regards to the preparation of all environment-related due diligence, assessment and management materials. This includes environmental impact assessments (both project-specific and regional), strategic and cumulative assessments; and specific plans related to occupational health and safety, natural habitats conservation etc.

• Participate as a team member in various projects, including participating in identification missions; seeking and developing opportunities to integrate sound environmental management and policies into various investment project operations. Maintain regular dialog with the client and enhancing their capacity for understanding of and compliance with environmental policies; and contributing to mission outputs and reports.

• Provide advice to clients on environmental risk management in World Bank-financed projects.

• Other assignments as and when required.

Selection Criteria

• Degree (Masters or PhD) in Biodiversity Conservation, Protected Area Management, Ecology, Forestry, or related fields.

• A minimum of five years of direct, relevant professional experience on natural resources management. 

• Capacity to understand the political economy and local context in Cambodia, as well as specific expertise on the Cambodia Protected Areas Management system.

• At least two years of direct, demonstrable professional experience in environmental risk management, including on the identification of environmental risks, mitigation measures, environmental monitoring and supervision. Direct involvement in the preparation or review of environmental impact assessments (preferably in relation to natural resources management topics).

• Proven ability to work across boundaries as well as with multiple stakeholders to build collaborative alliances for results.

• Strong inter-personal and communication skills with proven experience in dealing with local, national, and international collaborators involved in protected areas management and biodiversity conservation.

• Ability to handle tasks independently and work in teams.

• Excellent professional written and oral communication skills in English and Khmer (both written and oral).

• Willingness to travel extensively in Cambodia, the EAP region and possibly globally, including to remote rural areas.
