Programme Background

SNV believes in rethinking, reforming, and enhancing institutional structures to lessen the impact of rapid urbanisation and climate threats. To do this, we must seek ways to improve the governance and practices of the waste management, drainage and water supply sectors. In Bangladesh, the local government is responsible for water, sanitation, drainage, and solid waste, often needing more local capacities. Private sector engagement plays a crucial role in making cities more sustainable, but accountability and performance still need improvement. SNV has been working with different stakeholders to set up PPPs with clearer rules of engagement and oversight to strengthen performance accountability by adopting a holistic approach to a sustainable urban sanitation service.

In Bangladesh, SNV had initiated urban water (primarily in Sanitation) programme from 2014 in southern cities and have been proactively engaged in National level to support urban sanitation initiatives. SNV initiated its Urban Sanitation Programme in Khulna City Corporation, Kushtia and Jhenaidah Paurashava with the support from BMGF. Based on the learning it stated a project titled ‘WASH SDG’ programme in Gazipur City Corporation, Jashore and Benapole Paurashava with support from DGIS to address service delivery challenges in sanitation and advance the sector development as a whole, through strategic engagement with Government Agencies and partnering with other experienced civil society and private sector organisations working in the sector. 

Using an integrated approach, the WASH SDG programme strives to ensure that water and sanitation related facilities and services are sustainable, climate resilient, gender sensitive and socially inclusive. It is a multi-country intervention implemented in 20 cities in Nepal, Zambia, Tanzania, Indonesia and Bangladesh. Through this, SNV is willing to provide technical support focusing on Sanitation and Hygiene to city corporation/municipalities, which is implemented at Jashore Paurashava, Benapole Paurashava and Zone 1 and Zone 4 of Gazipur City Corporation. The WASH SDG programme is built on three core strategic objectives: (1) increasing demand for improved WASH facilities and practices; (2) improving the quality of service provision; and (3) improving governance of the sector. Gender and social inclusion is an area of specific attention in each of the 3 strategic objectives as well as climate vulnerability and resilience.

Job Description

Context and purpose of the job

The sanitation business officer is expected to work across all components of the programme with focus on component 2: Safe and affordable consumer services; and component 5: Improved treatment, disposal and re-use. Within consumer services, SNV has been working on upgrading of on-site facilities, service models for emptying and transport, public toilet facilities, slum sanitation and service options for vulnerable households. As part of the treatment component, the sanitation business officer will contribute to the business models for treatment and re-use, as well as the integration of these models with oversight and governance arrangements. Across all SNV’s work, gender and social inclusion is a priority. For example, the sanitation business officer is expected to integrate occupational health and safety of workers, inclusive services for all, gender equality in his/her work.

In addition to the role described above, the sanitation business officer is expected to contribute to the following aspects.

  • The programme focuses on building the capacity of local line agencies and other appropriate actors in urban sanitation. Therefore, the sanitation business officer needs to work collaboratively and constructively with the different partners.
  • The programme is a demonstration programme for Bangladesh, and as such the emphasis is not only on implementation, but also on documentation and evidence. The sanitation business officer is therefore expected to have a methodical and systematic approach to identifying solutions, implementing and monitoring these.

Job Responsibilities/ Result areas

  • Support and strengthen capacity of stakeholder clients in developing and implementing the safe and affordable consumer services for sanitation.
  • Design and conduct – in collaboration with others- studies, such as supply side and provider studies, sanitation value chain analysis, market analysis etc.
  • Provide technical assistance to LGIs and private operators for developing business plan, and financial planning for sanitation services.
  • Support LGIs and private operators to design and implement marketing and promotions of sanitation services and conduct market assessments to determine the potential demand for services.
  • Work with private sector and local government to introduce and find strategies to increase compliance with standards including on occupational health and safety.
  • Support colleagues in the other components to integrate financial and business aspects into their work, such as in formative research, city planning and investment, pro-poor support strategies etc.
  • Support LGIs in tendering procedures for outsourcing of services (sanitation) including development of the contracts following public procurement act and rules, and other guidelines. 
  • Conduct training need assessment of different stakeholders on business aspect.
  • Guide/ coach/training to LGIs or private operators with regards to business aspects on sanitation value chain including business model analysis, financial planning, market promotion, etc.
  • Identify and explore replication of good practices.
  • Facilitate and coordinate interaction with other sector stakeholders.
  • Support content development for external communications.
  • Support in organising and facilitating field visits for key stakeholders to share experiences and good practices.
  • Engage and participate in other activities as will be deemed necessary for project implementation and will be assigned by Supervisor/Sector Leader/Project Manager.

Qualifications

Educational Requirements

  • Minimum Graduation degree in Business Administration/ Finance/ Economics or related discipline from a university.

 Desired Experience, Knowledge, Skills, and Competencies:

  • At least 5 years of overall experience of which at least 3 years in developing or rolling out of business (or service delivery) models.
  • Experience in working with LGIs (City Corporations/ Paurashavas) and/or water supply, sanitation and solid waste management services will add value.
  • Strong interest in business solutions for development, Bottom of the Pyramid (BoP) models and PPPs.
  • Proven track record of relating technical, financial and social solution in sanitation and/ or waste management.
  • Flexibility to handle varied and demanding tasks and ability to balance priorities, thrive under pressure and juggle a multitude of details in a fast-paced environment.
  • Significant experience in developing and managing complex, multi-stakeholder initiatives directly delivering change.
  • Ability to work independently, as well as member of a team, and to be flexible to accommodate the needs of stakeholders.
  • Ability to lead the assignment and the team with remote supervision.
  • Good analytical, written, and oral communication skills both in English and Bangla. Relevant computer software skills (including, at a minimum, the standard applications in MS Office).

Additional Information

Duty station                   :   Gazipur City  with frequent travel to project cities

Contract Duration           :  8 (eight) months with a strong possibility of extension based on performance and availability of funds.

Expected Joining Date    :   As soon as possible.

Working Hours               :   Full time (minimum of 40 hours per week)

Salary & Benefits            :   The total gross salary package (basic salary + House Rent Allowance + Transportation Allowance + Medical Allowance) will range between 92,288 and BDT 1,12,444 per month, depending on the selected candidate’s work experience and competencies. Gratuity and provident fund entitlement will be followed by SNV Bangladesh HR Manual.
