Job Description:

Purpose of Position:

This purpose of this role is to provide strategic guidance and technical support to strengthen World Vision’s technical programs and positioning in relation to climate change within the East Asia region (EAS). This is a pivotal role, leading the integration of the global Environmental Stewardship and Climate Adaptation policy into our regional and country level strategy and programming, identifying opportunities to influence policy, supporting resource development efforts, forming new partnerships and building organisational capacity. This position will work closely with World Vision’s Field Offices (FOs) in EAS to build technical capacity, drive innovation, and ensure programs and systems are designed to support evidence building at the country level. This position also plays a critical role in supporting strategic positioning of the organisation with key stakeholders at the regional level, representing the organisation in technical working groups and networking events, driving strategic partnerships, providing thought leadership, and contributing to the evidence-building agenda.

Integrating Environmental Stewardship and Climate Adaptation into our strategy and programming

  • Develop a Regional approach to integrating Environment Stewardship and Climate Adaptation into our FO strategy/programs that are aligned with global commitments.
  • Develop and/or refresh mapping of existing World Vision Environment Stewardship and Climate Adaptation programs; Support/guide/mentor FOs to develop strategic directions and integrate Environment Stewardship and Climate Adaptation into our field programs  
  • Drive the evolution and innovation of Environment Stewardship and Climate Adaptation program models at the regional level to ensure most vulnerable children and their families are more resilient to economic, conflict, and climate shocks through strengthened capacity
  • Provide field-centred training on Environment Stewardship and Climate Adaptation to build the capacity of Regional Office (RO) and FOs; Develop FO champions for Environment Stewardship and Climate Adaptation
  • Provide technical support to FOs and build the capacity of FOs in the areas of Environment Stewardship and Climate Adaptation at the strategic and programming level

Support technical branding and strategic positioning through effective external engagement activities

  • Showcase WV as a thought leader, lifting visibility and reputation in the area of Environmental Stewardship and Climate Adaptation, articulating WV’s learning, innovation, and evidence of impact vis a vis climate change through thought leadership products (e.g. position papers) and active engagement with external networks, media and social media (e.g LinkedIn)
  • Represent the WV East Asia region as a technical expert with relevant internal and external partners, with active participation in technical working groups, conferences, and other events as relevant
  • Build strong strategic alliances and network with key internal stakeholders within WV’s partnership both regionally and globally on Environment and CCA (e.g. regional Learning Group, engagement with WV partnership)

Contribute to advocacy and campaigns:

  • Catalyze policy/strategy dialogues with relevant government officials, UN bodies, faith-based organizations, media, and development partners in East Asia to support strategies to increase collaboration on climate-related issues affecting children and the most vulnerable communities
  • Together with the regional Advocacy and Communications teams, develop advocacy materials aligned with regional advocacy and campaign priorities, which effectively engage and communicate messages on climate resilience to target audiences

Contribute to communications and public engagement:

  • Provide appropriate advice and resources to organisational spokespeople on climate change/environment in coordination with the regional Communications and Public Engagement team
  • Provide technical input into the development of key messaging for website, media, and materials led by the communications function Support in developing evidence-based materials to help promote WV’s capacity, experience, and results/ impact in the area of climate resilience to key external audiences

Contribute to fundraising:

  • In cooperation with RO Grants Acquisition and Resource Development teams and Field Offices (FO)s, actively identify funding opportunities, at regional, sub-regional, and FO levels, and help to identify and articulate WV’s unique selling proposition/ competitive advantage from a technical perspective
  • Support consortium formation and technical design for high-priority climate change issue related regional level funding opportunities

Provide support for quality benchmark development and support high-quality research and evaluations at the country office level

  • Research and evaluate global and regional promising practices on climate change action; share the best practices among FOs and regions
  • Ensure that contextualised WV Partnership Environment Stewardship and Climate Adaptation programmes/projects approach, policies, and guidance are rolled out in our region
  • Develop capacity statements and case studies to contribute to organizational learning and positioning
  • Participate in research and analysis that supports Environment Stewardship and Climate Adaptation areas.
  • Encourage and support the dissemination of research findings at research and policy forums.

Knowledge, Skills & Experience.

Professional Experience

  • Experience working in developing country/resource-constrained contexts
  • Experience in a program development/business development function
  • Experience in livelihoods/economic development and/or climate risk reduction with the poor and marginalised
  • Experience in working with multiple stakeholders
  • Experience building effective partnerships between diverse stakeholder groups

Required Education, training, license, registration, and certification

  • Master’s degree and/or higher professional qualifications in Agriculture, Business, Economics, Forestry, Environment, Climate Change, or a relevant field related to the Climate Change preferred

Preferred Knowledge and Qualifications

  • Proven track record in securing funding in the field of climate change and adaptation, and/or livelihoods.
  • Demonstrated leadership and management experience in technical sectoral teams Understanding of resilience building and climate action approaches Ability to appropriately commission, interpret, and apply research and evaluation activities
  • Ability to analyze government policy and implementation of policy
  • Ability to influence strategies and plans of partners; both WV entities and any external partners
  • Ability to define, structure, and solve problems in the uncertain external environment
