The Iowa Department of Natural Resources is seeking applicants to fill a vacant supervisory position in our Water Supply Engineering Section.   In this role, you would lead a team of 18 environmental professionals to help ensure that public water supplies provide adequate quantities of safe drinking water through correct design and construction of treatment and distribution facilities; help ensure that the waters of the state are allocated according to beneficial use principles in a sustainable manner; work with public water supplies to improve their technical, managerial, and financial capacity; and help ensure that projects using allocated loan funds meet all program technical requirements.
 
General Position Duties Include:
Supervision and management of direct reports, including ensuring that personnel practices, including hiring, firing, promotions, reclassifications, leaves of absence, work schedules and assignments, performance reviews and recognition, training, staff development/training and exit interviews are conducted in accordance with departmental policy, contractual language and State of Iowa processes and rules.  
 
Serve in the capacity of a role model and demonstrate conduct exemplifying the Department’s Guiding Principles. Utilize management strategies that promote a culture that values diversity, respect for individual differences, teamwork, a customer focus, accountability, a results orientation and ethical business practices, as well as a culture that encourages employee cooperation, pride and trust. Promote a work environment where employees are encouraged and empowered to suggest innovations and improvements to the bureau’s programs and services and to recommend creative and inventive solutions or courses of action to resolve complex problems or issues. Facilitate timely and effective communication to identify collaborative opportunities, minimize duplication of effort and maximize staff and financial resources.
 
Environmental Program Administration:  Provide leadership, administration and coordination for the work of Water Supply Engineering programs including management of Drinking Water State Revolving Loan, Drinking Water State Revolving Fund (DWSRF) engineering and non-DWSRF funded engineering, implementation of the Safe Drinking Water Act, Source Water Protection; Capacity Development Viability; Water Allocation and Use; Private Well Program, and Area-Wide Optimization Program.
 

  • Oversee the development, implementation, and updates of standard operating procedures to provide training to team members and have in place monitoring/compliance strategies of the work products of the assigned programs for completeness, accuracy and consistency.
  • Serve as a liaison with the agency staff, bureau, and leadership between partner agencies, federal partners, stakeholders, and other invested parties by communicating, engaging, and resolving topics.
  • Model and foster a continuous improvement environment with brainstorming, prioritization, consensus, and action plans to implement changes necessary to improve efficiencies and effectiveness of the program.
  • Advise agency management of assigned programs achievements and challenges, operational recommendations, and advise on the development or revision of administrative rules or legislation.
  • Develop appropriate Records Retention schedules for the assigned program records and ensure that the records are maintained and archived in compliance with the Retention schedules in coordination with the Bureau liaisons and Records Center staff and comply with applicable state and federal laws.


Planning, Budgeting and Goal Setting:  Develop annual goals and performance measures for the section that are consistent with the Department’s strategic plan. Incorporate those goals, means for measuring progress and mechanisms for reviewing and updating goals into the performance expectations for staff.

Develop and administer the section’s budget to forecast expenses based upon sound fiscal reasoning and utilize funding most effectively by determining staff and resource needs for current and planned projects. Authorize expenditures for equipment, travel, supplies and outside services.  Monitor expenditures against the bureau’s budget throughout the year with the purpose of maintaining a balanced budget and make recommendations to bureau chief if adjustments are warranted.

Establish processes and best practices to maintain effective communication internally with staff, other bureaus and divisions, as well as externally with identified stakeholders and the general public.  Ensure internal stakeholders are made aware of progress or changes in policy.

Ensure appropriate information is shared with stakeholders and customers about program activities and plans, including occasional presentations and speaking engagements.   Ensure the development of processes to obtain public input on program plans and rulemaking.

Establish program objectives or performance goals and assess progress toward their achievement.
Read and interpret complex federal and state laws, rules and regulations.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable).

763 Water Supply
6 months’ experience in the operating of a drinking water (also called water supply) treatment plant or distribution plant. Also, operation of a wastewater treatment plant or distribution system would be acceptable, because many of the principles and mechanics are very similar. 12 semester hours in:

  • Specific drinking water treatment 
  • Wastewater treatment
  • Advanced analytical chemistry water/wastewater
  • Water resources coursework such as hydrology
  • Watershed management
  • Hydrogeology

Also, any design courses specifically in water supply (drinking water) or wastewater treatment or distribution systems are acceptable.Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
