The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

BACKGROUND

UNICEF will be implementing a project that aims to demonstrate the use of leveraging public funds with market-based financing in delivering climate resilient sanitation facilities to 150 vulnerable families in the province of Samar.  Implementing the project – “Household Sanitation using Blended Financing with Output-based Aid” in the province of Samar will contribute to setting up the systems for the province to adopt the modality, and also aid in national policy development, establishing evidence on the effectiveness and efficiency of such financing modality, and documenting good practices for other local governments to emulate.

Currently, the Provincial Engineering Office has prepared the technical drawings and bill of materials for the pour flush toilet with two-chamber septic tank and leach pit. The toilets have been designed to be climate resilient, and where necessary, appropriate for use by people with disabilities. Building resilient structures is manifested not only in the design but also in the construction practices. As such, UNICEF is seeking the services of a training consultant with a professional background as an Architect / Civil Engineer and has experience in construction practices for typhoon / flood – resilient structures.

TERMS OF REFERENCE OR WORK ASSIGNMENT 

Tasks:

  1. Collaborate with the Provincial Engineering Office of Samar in designing and preparing a traning manual on “Construction Practices and Environmental Measures in Building Typhoon / Flood Resilient Toilets”
  2. Support the Provincial Engineering Office in preparing for and facilitating the conduct of the training

Deliverable/s:

  1. Traininig Design on “Construction Practices and Environmental Measures in Building Typhoon / Flood Resilient Toilets” 
  2. Facilitator’s Training Manual on “Construction Practices and Environmental Measures in Building Typhoon / Flood Resilient Toilets”  
  3. Presentation deck to accompany the training manual
  4. Conduct of the Training in each of the 3 municipalities in Samar — Basey, Jiabong and Paranas
