Objective and Purpose of the Assignment

The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost
of Darkhan Wastewater Management Project (the project). The Ministry of Construction and Urban
Development (MCUD) of Mongolia, the Executing Agency of the project, is now recruiting an Environmental
Monitoring Specialist (national consultant) under the project. For more information about the project

The specialist will report to the Project Management Unit (PMU). He/she will be the focal person to
collect environmental monitoring data and to report according to the project EIA and EMPs related to
the project implementation.

Scope of Work

The main tasks and responsibilities will be, but will not be limited to the following activities:

(i) Review and if necessary update the Initial Environmental Examination (IEE) and Project Environmental
Management Plan (EMP) as well as domestic detailed EIA (DEIA) together with Loan Implementation
Environmental Consultant (LIEC), and understand the environmental issues associated with the project
area;
(ii) Identify if there are any changes of baseline environmental condition in the project sites; review
and assess the outcomes and update the IEE/EMP, if required, with support of the LIEC;
(iii) Monitor if all environmental safeguards obligations, mitigation measures and compensations
outlined in the EMP are implemented in accordance with the ADB safeguards policy statement and national
requirements;
(iv) Ensure EMP in day to day operations including public consultation activities, its participation,
performance and information disclosure;
(v) Review and check the laboratory examination on wastewater, air and soil pollution conducted by the
contractors and environmental monitoring reports prepared by the contractors during the construction and
calibration period;
(vi) Address grievances and complaints and ensure that all stakeholders and residents affected by the
project’s construction activities, and living in the areas affected by EMP activities are aware of and
understand the proposed EMP activities including the reporting and resolving the GRM;;
(vii) With support of the LIECs, monitor if contracts documents reflect all environmental obligations
and if these obligations are implemented accordingly;
(viii) Review and guide the environmental monitoring visits of the LIEC environmental consultant to
supervise the implementation of environmental mitigation and monitoring measures as specified in the
environmental management plan (EMP);
(ix) In close coordination with the LIEC, review monthly, semi-annual environmental monitoring reports
prepared by contractors, and take corrective and mitigatory actions;
(x) Review, improve and revise project annual EMP progress reports prepared by the LIEC and submit to
PMU, MCUD and ADB;
(xi) Review environmental aspects of the risk management plan, emergency preparedness and response plan
and operational risk mitigation procedures plan prepared by the LIEC and the contractors and submit to
PMU;
(xii) Review and provide inputs into environmental aspects of the project completion report prepared by
the LIEC upon completion of the project and submit to MCUD and ADB.

Detailed Tasks and/or Expected Output

(xiii) Review risk management plan and obtain all necessary approvals from concerned organizations and
ensure its implementation;
(xiv) Review emergency preparedness and response plan and obtain all necessary approvals from concerned
organizations, ensure its implementation and timely reporting to concerned organizations;
(xv) Review action plans for risk mitigation and obtain approvals from relevant authorities and ensure
its implementation under related regulations;
(xvi) Conduct environmental investigation, and include measures to be taken in the event of domestic and
industrial wastewater enters into power plant ash area in project plans; and
(xvii) All deliverables shall be prepared in Mongolian and in English

Minimum Qualification Requirements

The candidate should have the following qualification: (i) have preferably a university degree in
environmental engineering, biology or similar field; (ii) have 10 years of work experience with state,
public or private organizations in environmental management, safeguards and public consultations; (iii)
be familiar with Mongolian regulations and procedures and multilateral development banks’, preferably
ADB, policies on environmental safeguards’ requirements, environmental impact assessment and
environmental management; (iv) have experience with environmental monitoring, EIA, EMPs and public
consultation; and (iv) high level proficiency in English language is required.

The specialist must be able to work both in Darkhan and Ulaanbaatar when necessary.
