ABOUT THE ROLE

The Transparency International Secretariat is currently seeking a Project Manager for our Africa regional and global climate and environment thematic projects, to join the Projects Team. This role will be the project management lead for two Africa regional projects and a smaller global thematic policy and knowledge project.

This role is primarily responsible for project managing:

·         the new EC-funded project ‘Open Governance for Social Accountability in Natural Resources in Cameroon (OGSA)’ aiming to improve transparency and accountability in the management of natural resources in Cameroon being co-implemented with the TI national chapter in Cameroon and two other national partners

·         the Robert Bosch Stiftung-funded ‘Great Green Wall Integrity project to ensure the integrity and accountability of land restoration and climate finance channelled through the Great Green Wall Initiative in the Sahel Region’, being co-implemented with the TI national chapter in Niger

·         the GIZ-funded project ‘“Climate & Corruption Case Atlas” (the Atlas), a digital tool and library spotlighting and illustrating how corruption negatively impacts efforts to adapt to and mitigate the climate crisis, including case study inputs from TI chapters and other CSO partners.

This role will involve supporting significant organisational capacity development elements with co-implementing partners for grant, project and financial management through these grants, as well as the management of the projects themselves. It will also involve close co-ordination with other related regional/thematic projects e.g. Land and Corruption in Africa Phase II, to identify synergies and opportunities for common learning and network-building.

The role requires a highly motivated professional with sound experience in complex project management, donor relationship and reporting, monitoring, evaluation and learning (MEL) and civil society organisation partner capacity building in the Africa region, excellent communication skills in both English and French, strong interest in good governance and civil society participation in Africa and a solid grounding in themes relating to climate, environment or natural resource management.

The successful candidate will be offered a contract limited for two years, with extension subject to performance and available funding.

Role Purpose: The Project Manager, Climate and Environment is responsible for ensuring smooth implementation of the climate and environment projects, coordinating the work flow, financial and administrative management of the project and ensuring that agreed goals, best practice standards in project management and MEL, donor obligations and TI-S regulations are met relating to the project implementation by TI-S and partners.

Band: Salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting EUR 42,000.00 gross per year depending on relevant experience

Contract Duration: Currently we can offer an employment contract limited for two years

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Projects Team, the Project Manager, Climate and Environment will:

  • Coordinate day-to-day project implementation of the climate and environment projects, including activity planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures, and striving for high-quality and gender responsive outputs and the greatest possible impact of project activities.
  • Coordinate the preparation of all project management tools (project calendar, workflows, team collaboration plans, stakeholder and risk management, reporting documentation and MEL) together with relevant colleagues in other TI-S teams including Global Movement, Policy and Advocacy, Communications and Research and Knowledge and national co-implementing partners
  • Work in close collaboration and ensure ongoing communication with the Climate and Environment Lead, regional advisor and co-implementing partners, to support successful implementation of the project, particularly in efforts to monitor and evaluate project impact, plan advocacy interventions and communication/outreach activities, and share knowledge and experience across activities.
  • Coordinate the organisation of institutional meetings and events as per the project calendar and ensure the timely and cost-effective execution of project activities and the organisation of related events.
  • Collaborate and communicate regularly with the Finance team to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues
  • Work closely with the Finance team and regional advisor for Africa to develop partner capacity to strengthen grant, project and financial management, reporting and MEL, including developing tools and processes and delivering training as needed
  • Ensure work deliverables meet quality standards and proactively seek input from relevant internal experts as needed.
  • Together with the Climate and Environment Lead, other policy/advocacy objective leads or programme managers and regional advisor(s) for Africa, collaborate on capacity building, network management and regional advocacy efforts related directly or indirectly to the project.
  • Co-ordinate closely with other related regional/thematic projects e.g. Land and Corruption in Africa Phase II, to identify synergies and opportunities for common learning, etc.
  • Coordinate donor engagement and relationship management in relation to the project.
  • Represent the project/organisation at relevant fora as needed; build relationships and form alliances with external counterparts, communities of practice and stakeholders; contribute to external communications and media work as needed.
  • Generate ideas and develop concept notes/proposals that are aligned with organisational priorities.
  • Contribute to the overall functioning of the Projects Team by providing proactive and ad hoc support where necessary. This will include support to the development and implementation of the new TI-S Project Management Standard, including integrating practical methods to strengthen climate and environmental sensitivity.

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

  • University degree in business administration, management, finance, social science, public administration, economics, or another relevant field
  • 5+ years of project management and reporting experience with donor-funded projects in the civil society field – preferably with an International NGO or International Organisation – with demonstrated in-depth knowledge of project management best practices, and including complex or multi-partner co-delivery
  • Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption, good governance and civil society participation (in Africa)
  • Solid thematic grounding in climate, environment or natural resource management
  • Strong communication, team work and intercultural competencies, diplomacy, and political sensitivity, particularly at distance communication; excellent oral and written communication in both English and French essential
  • Demonstrated working experience in Africa, including regional project management experience in Francophone West Africa
  • Solid experience of working with African CSOs, including a demonstrable track record of success in partner and organisational capacity development to strengthen grant, project and financial management, reporting and MEL
  • Familiarity with donor rules and regulations (in particular EC and GIZ) a strong advantage
  • Solid understanding of project MEL and results-based management approaches; and proven track record of supporting partner learning
  • Demonstrable experience of gender mainstreaming and incorporating inclusive approaches in project management
  • Experience with and/or a good understanding of both advocacy and capacity development concepts and processes
  • Solid understanding of budget/financial management processes (working in collaboration with Project Accountants)
  • Excellent organisational skills, structured approach to task management and ability to effectively manage complex projects in a fast-paced and dynamic environment
  • Strong interpersonal skills and ability to communicate effectively with a wide range of external and internal stakeholders, and build collaborative relationships and informal influencing for project success
  • Demonstrated ability to develop creative solutions to complex problems and flexibility and adaptability to accommodate different ways of working with partners
  • Results-driven and resilient self-starter, highly motivated to contribute to project success and comfortable responding to complex and competing demands
