Objective and Purpose of the Assignment
The CAREC Institute (CI) is engaging the services of National Consultants – (five individual), with
expertise and experience in water sector and water sector financing.
Water resources are part of every aspect of the economic development, social coherence, and
environmental sustainability of Central Asia – a region heavily dependent on water-intensive agriculture
and energy products. Being underinvested, undervalued, and underpriced water becomes a crucial
troublemaker across social, economic, and environmental dimensions. While unsafe water and sanitation
can cause illnesses by enabling their easy proliferation through boundaries, droughts and floods provoke
natural disasters which have broad implications for water, food, energy and overall, human securities,
amongst others. Unsustainable water sector can unlock social and economic disruptions in the many parts
of the region.
Ranking on top of the countries vulnerable to climate change impacts, Central Asian countries must with
no delay allocate substantial investments to dilapidated old and new water infrastructures by
integrating latest technology and capacity solutions to increase efficiency in water consumption. The
need for investment in the development of water is at unprecedented level being increasingly further
exacerbated by augmenting climate change impact.
The water sector has been the least reformed one, keeping Soviet time-planning and management approaches
until the mid-2000s. Limited funding for operating and maintaining infrastructure undermined the efforts
to make changes in the water systems. Properly delivered and resourced, water infrastructure drives
sustainable economic growth of societies and businesses unlocking wide opportunities for mobilization of
productive factors and supply chain operations that provide essential services such as irrigation,
transport, energy and so forth.
Main purpose of this consultancies to support international expert on mapping of the governance issues
of water sector and identifying potential financing schemes in Central Asia (mostly focusing on major
water infrastructure).
Scope of Work
The national consultant will work closely and under direct guidance of CAREC Institute’s project lead
and will provide:
- Support in mapping major financing gaps and water infrastructure priorities of water sector in
respective Central Asian countries - Support in analysis and provision of the data, information on major obstacles for efficient water
sector financing, classification of the major problems, highlighting policy and management actions for
improving water sector financing. - Supporting of the international expert on developing water sector financing improvement action- plan
for Central Asia
Detailed Tasks and/or Expected Output
National consultant will assist the CAREC Institute project lead in producing expected project
deliverables (report, policy papers/briefs, presentation) by producing:
- National report on governance gap in water sector financing: classification of the major problems,
highlighting policy and management actions for improving water sector financing. - Brief report on water infrastructure priorities and current state of the financing, financing plans
Minimum Qualification Requirements
- MSc /PHD degree (preferably) in a relevant field (Climate Change, Energy, Agriculture, Water
Resources Management). - At least 5 years research experience on climate change and intersectoral analysis of climate impact.
- Strong analytical skills with demonstrated research experience on water management, agriculture,
energy, climate change topics; - Publication record related to areas of expertise including climate change, climate cooperation,
agriculture, food security, energy and water resources. - Working experience in international organizations such as the UN, World Bank or ADB would be an
advantage. - Working experience in Central Asia regarding climate change related issues would be an advantage.
Concrete deadlines for deliverables and dates of engagement will be identified in the first inception
meeting of the project team.
