Salary: $2,222 – $2,368 semi-monthly *Salary may be commensurate of education and/or experience

Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Water Protection Program, Public Drinking Water Branch and will be located at 1101 Riverside Drive, Jefferson City, Missouri 65101.

This position is fast-paced and involves a high degree of internal and external coordination to help public water systems in Missouri provide safe, high-quality drinking water, increase long-term sustainability, and protect public health through implementation of the Missouri Capacity Development Strategy for Existing Public Water Systems and the Missouri Source Water Assessment Plan. You will work with a team of dedicated professionals to coordinate training and technical assistance contracts, conduct assessments of technical, managerial, and financial capacity of public water systems, develop and administer financial assistance programs, prepare reports, and assist with coordination of geographic information system data used to help protect drinking water sources across Missouri.  What you’ll do:

  • Implement the Missouri Capacity Development Strategy for Existing Public Water Systems, in accordance with Section 1420 of the Safe Drinking Water Act and organize Capacity Development Advisory Committee Meetings to solicit stakeholder input on future modifications.
  • Implement the Missouri Source Water Assessment Plan in accordance with Section 1453(a) of the Safe Drinking Water Act, including coordination with state and federal agencies.
  • Prepare Capacity Development reports, including annual reports to the U.S. Environmental Protection Agency and triennial reports to the Missouri Governor’s Office.
  • Develop requests for proposals, contracts for public water system assistance services, and financial assistance programs to improve the technical, managerial, and financial capacity of Missouri’s public water systems.
  • Coordinate with federally funded technical assistance providers throughout the state regarding training and technical assistance programs for public water system team members and decision-makers.
  • Investigate causes of regulatory noncompliance with Missouri Drinking Water Law and the federal Safe Drinking Water Act.
  • Coordinate efforts to protect Missouri’s raw drinking water sources and assist with management of drinking water related geographic information system databases.
  • Provide guidance, information, and assistance to public water systems to ensure they protect public health by providing safe, high-quality drinking water that meets or exceeds all national primary drinking water regulations.

All you need for success:

Minimum Qualifications

  • Bachelor’s degree or higher in a field related to natural resource management, geology, chemistry, biology, hydrology or other science, technology, or mathematics fields.
  • 4-6 years of related experience. Substitutions may apply.

Preferred Qualifications

  • Direct experience working or collaborating with regulated public water systems, wastewater systems, or other regulated entities on compliance-related issues or compliance-assistance programs.
  • Direct experience drafting formal reports, creating forms, templates, or other documents and working with geographic information system data and applications.
  • Direct experience coordinating or working with environmental regulatory programs.
  • Eagerness to learn new skills, investigate work-flow processes, and develop solutions to team challenges and obstacles.
  • Excellent communication skills.
