The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation’s need for continued domestic coal production with protection of the environment.

Duties

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, in Tulsa, OK.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as a project leader or senior project member for complete hydrologic investigations by planning, conducting, and reporting on interpretive studies. Modifies established hydrologic techniques or procedures.
2. Collects, interprets, analyzes, and evaluates hydrologic data.
3. Planning, executes, and reports on original hydrologic studies or ongoing studies requiring a fresh approach to resolve new problems.
4. Works on complex or controversial water issues whose solutions require a proven understanding of hydrology and one or more related disciplines such as hydraulics, geology, ecology, geochemistry, and the complexities of ground or surface water flow.
5. Serves as a subject matter expert for a broad geographic area with multiple watersheds.
6. Prepares investigative project proposals and develops work plans and protocols which include consideration and state of the art experimental and theoretical analyses changing regulatory or mission needs, evaluation of all available data from various sources, and the development of new procedures and methods of investigation to meet novel requirements.

OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Range Information:
GS-13: $98,496 – $128,043 per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

(1) Basic Requirements:
Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

Combination of education and experience — course work as shown in A above, plus appropriate experience or additional education.

(2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Applying hydrologic principles, concepts, and practices in the design of construction or alteration projects involving coal mining and reclamation; and
2) Independently managing projects and/or large portions of projects from initiation phase through closeout
3) Evaluating and assessing mine drainage treatment facilities.
4) Planning and conducting hydrologic investigations.
