Why does the job exist?
The position assists in the management of the state’s water resources by providing analyses of water right permit applications of a low to moderately complex nature and makes recommendations for administrative decisions. This position will review and make recommendations on water right applications in basins administered by the District I Office. The position is responsible for the administration of surface and ground water resources in accordance with New Mexico statues, court adjudication’s, interstate compacts and the rules and regulations of the Office of the State Engineer. The position evaluates the validity of water rights by reviewing historical documents and interpreting aerial photography, reviews proposed action for compliance with relevant statutory requirements, and review of permit compliance status of pertinent permits. This position monitors permit holders, ensures compliance with permit conditions, processes other related water right documents, and provides customer service relating to water right issues.
How does it get done?
The Water Resources Professional I will review water rights applications of a low to moderately complex nature, makes recommendations for water right applications and determinations, including hydrological modeling, validity and pertinence of water right supporting documentation, and analyses of variance requests for artesian well construction and well abandonment. The incumbent will determine appropriate actions on various water-right permit applications in accordance with New Mexico statutes, the New Mexico Administrative Code, agency policies and guidelines using professional judgment under the guidance of a Supervisor and Senior Water Resources Professional.
Who are the customers?
The customers include a diverse group of both surface water and groundwater water users in the State that represent farming, ranching, dairy, municipalities, and other private and public interests that seek public service and water resources administrative services from the Office of the State Engineer.
Ideal Candidate
The Ideal Candidate will have:
(1) Direct experience of New Mexico Statutes and Administrative Guidelines, Rules & Regulations as they relate to water rights and/or natural resources administration;
(2) Direct experience with basic groundwater and surface water flow modeling, and aquifer testing;
(3) Direct experience using GIS software, including creating and maintaining maps and geodatabases;
(4) Experience evaluating water resources data, and the preparation of moderately complex water resources reports; and
(5) Public administration and customer relations experience.
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. • If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the state of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is performed in an office and field setting with frequent exposure to Visual/Video Display Terminal (VDT). Use of Xerox machine, scanners, printers, and telephone. Occasional field work requires use of digital cameras and a global positioning system. Certification needed in order to drive a state vehicle for occasional field work and travel. Field work includes occasional use of a mud balance for measuring cement density and occasional use of steel measuring tapes for measurement of water levels.
