Objective and Purpose of the Assignment

The proposed Infrastructure Development Investment Program for Tourism (IDIPT) project aims towards a
safe, sustainable, economic, eco-friendly tourism with improved urban infrastructure development in the
State. The objective and scope of the proposed project will be to enhance the performance of the tourism
sector in a sustainable and inclusive manner. The tourism sector in the State is having a very tangible
economic and social consequence for many people, places and businesses, and the wider economy. With this
objective, Government of Himachal Pradesh has proposed a loan of $233 million in two phases for
comprehensive development in providing better infrastructure for tourists as well as for the project
towns, improvement in the standard of living, and improvement in the health & hygiene of tourists and
social & economic up-liftment of the residents.

The projects will have direct impact on: (i) reducing the negative impact originating from the poor
urban/ tourism infrastructure; (ii) efficiency of the existing systems; and developing the system with
new technology and additional coverage; (iii) environmental protection and sanitation improvements; and
(iv) minimizing the inefficiencies of economic growth in the urban areas. The proposed interventions are
in Bilaspur, Chamba, Hamirpur, Kangra, Kinnaur, Kullu, Lahaul & Spiti, Mandi, Shimla, Sirmaur, Solan &
Una districts.

Department of tourism and civil Aviation, Government of Himachal Pradesh would be the executing agency.

Scope of Work

The expert will provide support and inputs in preparing key climate change assessment documents listed
in the detailed tasks below with objective of strengthening climate change resilience of the investment
loan.

Detailed Tasks and/or Expected Output

The expert will provide support and inputs in (i) preparing CRA; (ii) reviewing and proposing climate
resilient components to be proposed in the feasibility studies (FS) and detailed project reports (DPR);
and (iii) preparing CCA (climate change assessment as a summary of CRA). The assignment will include
among others:

(i) CRA – (a) assess climate vulnerability context of the proposed project including baseline climate,
temperature trends, and future climate projections, (b) assess climate risks (flooding, landslide, heat,
drought, etc), (c) prepare climate resilience framework to establish the proposed project supporting
climate resilient outcome, with key climate mitigation and adaptation measures for the consideration of
subproject prioritization, and (d) identify climate adaptation and mitigation finance in prioritized sub-
projects;

(ii) FS and DPR – review and propose detailed climate resilient components (mitigation and adaptation
activity) and estimate its climate finance;

(iii) Support in project planning and design with respect climate change activities;

(iv) Estimate GHG emission and climate financing either by incremental or proportional basis;

(v) CCA – prepared the summarized result of CRA in line with the ADB linked document format; and

(vii) Provide suggestions to develop the project as Type 2, supporting climate-resilient outcomes and
bring some broader/system level climate assessment for climate
resilient.

Minimum Qualification Requirements

The consultant will have a master’s degree in science, climate change, or a related field and preferably
have 7 years of experience in climate change assessment and estimation of climate change financing of
projects. Experience of at least 7 years working on similar assignments is mandatory, preferably with
multilateral development agencies.
