About this position

We are looking for an experienced, committed, and focused professional with disaster risk management (DRM) experience for the Caribbean Region. As Disaster Risk Management Specialist/Senior Specialist you will provide technical advice on DRM to IDB’s Caribbean borrowing countries, manage IDB’s portfolio of disaster risk management loan and technical cooperation operations in this region, and lead the development of knowledge tools adapted to the Caribbean context.

You will work in the Rural Development, Natural Resources, and Disaster Risk Management Division (RND), part of Climate Change and Sustainable Development Department (CSD). This team is responsible for supporting the IDB’s borrowing countries in the implementation of the Sendai Framework Agreement on Disaster Risk Reduction, through the generation of knowledge, and the provision of technical advice and financial resources.

What you’ll do: 

  • Participate in the technical dialogue with the national authorities of the Caribbean countries to identify areas of potential Bank assistance in disaster risk management (DRM) with a climate change adaptation (CCA) approach in the Caribbean countries, in coordination with other Bank Country Offices.
  • Provide input into the identification, design, preparation, implementation, and evaluation of loans and technical cooperations in DRM that are consistent with the strategies of the countries in the region, seeking to promote the Bank’s multisectoral work.
  • Chip into the mainstreaming of DRM and CCA in loans and technical cooperations led by other Divisions of the Bank, in close collaboration the Bank’s Country Offices.
  • Supervise loan operations and technical cooperations in the sector, understanding the cross-cutting nature of DRM and CCA.
  • Lead portfolio management activities (management by results), in collaboration with the fiduciary specialists and relevant project team leaders, particularly in the development of action plans to respond to identified problems.
  • Provide input in the definition of a knowledge agenda in DRM for the Caribbean region and lead its implementation.
  • Monitor the evaluation of results and impacts of the operations.
  • Work independently with limited oversight.
  • Guide, coach and mentor junior staff to develop technical expertise.  

What you’ll need 

  • Education: Master’s degree (or equivalent advanced degree) in subjects related to DRM, such as civil or environmental engineering, coastal zone management, geology, hydrology, urban planning, natural resource management, or economic sciences.   
  • Experience: Minimum of 10 years of experience in the Caribbean in planning, preparation, review, implementation, administration and/or evaluation of DRM projects and/or activities.   
  • Languages:  Proficiency in English. Knowledge of another official Bank language (Spanish, French or Portuguese) is a plus.

Type of contract and duration 

  • International staff contract, 36 months initially, renewable upon mutual agreement.
