How you will contribute as part of the TRCA team:

Under the direction of the Senior Manager and Senior Engineer Flood Risk Management, the Senior Project Manager, Flood Risk Management provides project management services for major flood modelling, flood plain mapping, flood risk assessments or other capital projects with focus on flood risk identification and reduction.

Through effective utilization of TRCA and external resources and sound project management and engineering methodology, this position ensure successful planning and delivery of major capital projects. Specifically, this position manages project teams and external resources and provides oversight of the planning, execution, control, and evaluation of projects, to meet TRCA interests and ensure compliance with corporate policies, procedures and applicable government regulations, technical standards and laws.

The Senior Project Manager, Flood Risk Management is also responsible for championing and directing the advancement of flood risk reduction activities, including participation in TRCA’s Flood Forecasting and Warning Program as an on-call Chief Flood Duty Officer on a rotational basis.

Major Responsibilities:

  • Provide project management services to deliver major capital projects, which may include some general oversight and direction by a Senior Manager or Associate Director.
  • Establish and manage multi-disciplinary internal project teams, external steering/advisory committees, and technical working groups.
  • Manage, direct, coordinate and supervise the activities of professional or technical staff assigned to the project, including in-house staff or contracted engineers, consultants, etc, with support and direction from the Senior Engineer and/or Senior Manager.
  • Create project management tools when needed, including checklists, boiler plates, policies, procedures and standards.
  • Leads the delivery and completion of Flood Hazard Identification and Mapping program funded flood plain mapping studies.
  • Manage all aspects of contract management and administration for consulting assignments associated with projects.
  • Prepare and execute a broad range of consulting agreements, including management of changes or amendments that may arise during execution.
  • Facilitate contract reviews to identify, mitigate, and/or eliminate unusual risks, liabilities, and remedies in accordance with Corporate polices and sound business judgment, with support from the Senior Engineer and Senior Manager, Flood Risk Management.
  • Plan and direct stakeholder consultation related to assigned projects, including coordinating internal and external working groups.
  • Participates in TRCA’s Flood Forecasting and Warning program as a (Chief) Flood Duty Officer.
  • Performs other duties as assigned or as required with departmental, divisional and/or corporate objectives.

What will you need to succeed:

  • Minimum completion of post-secondary education in an engineering field, including 3-year College diploma in engineering or Bachelor’s degree in engineering, water resources, environmental or related discipline.
  • Have the ability to obtain P.Eng, LET, CET, or C.Tech designations
  • Valid Ontario “G” Driver’s Licence in good standing.
  • 7 years of experience in project management and engineering practice related to major tasks.
  • Project experience applying knowledge of hydrologic modelling, hydraulic modelling, and flood infrastructure design.
  • Demonstrated ability to lead and work as part of a team on projects and studies.
  • Proven ability to review and synthesize technical information, and disseminate to Senior Staff, TRCA’s municipal partners, external consultants and the general public.
  • Computer literacy using Microsoft Office (Word, Excel, PowerPoint).
  • Excellent understanding of hydrologic and hydraulic principles.
  • Knowledge of hydrologic/hydraulic computer models, including HEC-RAS, Mike Flood, Visual OTTHYMO, and PCSWMM.
  • Knowledge of legislation, policies, procedures and practices relevant to land use planning, environmental assessment act (provincial, CA, and federal), and water management.
  • Excellent technical written and oral communications.
  • Excellent interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner, including ability to negotiate and maintain professionalism during times of conflict.
  • Excellent time management, analytical, and problem-solving skills.
