The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, resilient and low-carbon development pathways. The Directorate currently comprises approximately 175 staff members working across a broad range of issues such as: climate change, biodiversity, water, eco-innovation, resource productivity and waste, environmental policy tools and evaluation, green growth, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies. The Clean Energy Finance and Investment Mobilisation (CEFIM) programme and the Climate Quantitative Assessments team within the Environment, Transitions and Resilience Division (ETR) of the Environment Directorate are recruiting several research officers to support the teams’ new and existing activities.

Main Responsibilities

Research assistance and analysis

  • Compile and analyse information and data from state-of-the-art scientific literature and evolving scientific research relevant for the better understanding of climate risk.
  • Distil and synthesise scientific information to inform climate policy analysis and recommendations; specific knowledge of climate system tipping points would be an advantage.
  • Contribute to the drafting of scientifically informed policy-relevant analytical outputs on a range of areas, including climate mitigation, adaptation and finance.
  • Contribute to background research on industry transition to net-zero in emerging markets through data collection and processing of this data, such as the industrial energy use, carbon dioxide emissions of industrial subsectors, clean energy investments and various social and economic indicators.
  • Conduct research and collate data and inputs to support the necessary analysis required to implement a framework for developing financing solutions to help industry to transition to net-zero, such as ex-post assessment of clean energy and financial policies, regulations and instruments, and techno-economic assessment of low-carbon technologies needed for industry decarbonisation.
  • Draft brief reports based on the outcome of these analyses to inform the framework implementation.
  • Keep abreast of the work of other international and national organisations, and attend relevant external meetings, workshops and webinars to take note and inform the team on the progress on relevant topics.
  • Support coordination of stakeholder engagement and assist the team in preparation of background notes and support the organisation of workshops, peer-learning and dissemination events.
  • Provide input to country reports, guidance documents, policy briefs and presentations.
  • Provide additional support as needed to other areas of the team’s activities.

Data collection and dataset management

  • Develop, update and maintain of existing data analysis tools (such as the Scenario Data Analysis Tool, including of its graphical interface, of publicly available emissions scenarios, in particular from AR6 scenarios database).
  • Provide targeted quantitative analysis input, based on emissions scenario analysis or other quantitative approaches, including statistical where relevant, to the outputs of the team.
  • Together with the team, develop and enhance the data collection template, develop technical, economic and environmental indicators relevant to climate risks and industry decarbonisation.
  • Assist in the development and management of a clean database to support the implementation of a framework for industry decarbonisation and inform other programmatic activities. Verify the accuracy, coherence, quality and internal consistency of the data and metadata.
  • Assist the team in visualising the key data and indicators on the team’s webpage.

Ideal candidate profile

Academic Background

  • A university degree or equivalent in economics, finance, environmental policy, statistics, engineering or a related field, ideally with an energy background.

Professional Background

  • Experience working on climate science, energy, industry or finance data and research fields in support of policy making, preferably within a research organisation, government, or an international organisation.
  • Experience in qualitative and quantitative research and analysis.
  • Familiarity with the global challenges of energy transition, industry decarbonisation and sustainable finance. Experience and/or exposure to these issues from an emerging or developing economy perspective would be an asset.
  • Knowledge of energy, climate, industry and finance-related issues. Relevant work experience in Asia, Africa and/or Latin America and the Caribbean would be an advantage.
  • Demonstrated ability to work in a diverse and international environment. This can include previous internships.

Tools

  • Excellent knowledge of Microsoft Excel, proficiency in the manipulation of spreadsheets, ease in the handling of large and complex datasets.
  • Knowledge R, Matlab or Python would be an advantage.

Communication and Languages

  • Ability to organise, summarise and present complex material clearly for both specialised and non-specialised audiences using different written media.
  • Excellent knowledge of one of the two official languages of the Organisation (English and French) including a proven high level of drafting ability. Working knowledge of the other.
  • Knowledge of other languages would be an asset (e.g. Arabic, Hindi, Indonesian, Thai)

Contract Duration

  • Initially 13 months with possibility of renewal

Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen mid-April and panel interviews are planned the week of 22 May 2023 (exact date to be confirmed).
