Responsibilities:

ECODIT seeks qualified Chief of Party (COP) candidates for the anticipated USAID Water Security, Sanitation and Hygiene (WSSH) Data & Analytics Activity . USAID seeks to transform the best global WSSH data available into actionable insights that can accelerate progress toward the U.S. Government’s Global Water Strategy and USAID’s Water and Development Plan; help decision-makers leverage insights to enhance decisions; and do so in a way that strengthens the global WSSH data ecosystem for all actors. The purpose of IDEAL WSSH is to support USAID stakeholders to make evidence-informed routine WSSH related decisions. To achieve this goal, WSSH Data & Analytics will have the following four primary objectives:

·        Objective 1: Strengthening the WSSH Data Landscape

·        Objective 2: Supporting Data-Informed Decisions

·        Objective 3: Monitoring WSSH Acceleration Resulting from USAID’s System Strengthening Work

·        Objective 4: Providing Tailored, Evidence-Informed Decision Support

The COP will oversee all strategic, technical, and operational aspects for the Activity, and will act as the main point of contact between USAID, ECODIT, and partner organizations. The COP will be critical to ensuring timely communication and collaboration on a range of complex tasks, and ensuring timely and accurate submission of high-quality deliverables that respond to USAID’s priorities and expectations. The COP will report to ECODIT’s WADI II IDIQ Manager and work on a day-to-day basis with the Home Office Project Manager (HOPM) in Arlington, VA. S/he will be ideally based in the U.S., preferably in the Washington, DC area.

Specifically, the COP will:

·     Lead overall technical, financial, and administrative leadership of the Activity, ensuring that all tasks are implemented effectively and that all deliverables are submitted on time, within budget, and in compliance with applicable United States Government (USG) regulations and ECODIT policies;

·      Represent ECODIT in external fora, working groups, and engagements, as needed to facilitate program success;

·      Guarantee the highest level of client satisfaction and safeguard ECODIT’s reputation in the Water Office, the Bureau of Resilience and Food Security, and the
development space in general;

·        Integrate program management components across all activities including monitoring and evaluation; communications and outreach; and procurement;

·        Ensure compliance with all contract provisions over the life of the project;

·        Identify and execute strategies to build viable and sustained relationships with key stakeholders;

·        Liaise regularly with USAID to ensure responsiveness to client needs and engage in adaptive management for program success;

·        Liaise on a regular basis with the ECODIT HOPM who will coordinate HO management support to the project team, including technical and editorial review of project deliverables prior to submission to USAID, support in identifying and fielding short-term technical assistance (STTA) consultants, and procurement and contract management in compliance with internal ECODIT policies and procedures as well as client regulations;

·        Manage partners and subcontractors to implement the Activity work plans;

·        Supervise technical and administrative/finance (if any) personnel; and

·        Perform other tasks and duties as necessary for the success of the project.

  Minimum Qualifications:

·        A Masters’ Degree in Water and Sanitation, Data Science/Analytics, International Development, International Affairs, or a related field;  

·       A minimum of 10 years of technical and management experience leading projects focused on WSSH, data management and analysis, knowledge management and learning, or a related field;

·        Demonstrated experience assembling, leading, and supervising diverse project teams for complex donor-financed projects;

·        Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;

·        Highly developed interpersonal skills, and analytical and problem-solving skills;

·        Exceptional oral and written communication skills in English;

·        Ability and authorization to work in the United States.

  Additional/Preferred Qualifications:

·        Experience working with or delivering services to the USAID Center for WSSH at the Bureau for Resilience and Food Security

·        Knowledge and understanding of the US Global Water Strategy and USAID Water and Development Plan

·        Experience working with USAID Missions to secure their interest in buying into existing contracts to obtain specific technical assistance services and deliver such buy-in services

·        Fluency in a relevant foreign language (e.g., Arabic, French, Portuguese)
