CONTEXT AND BACKGROUND

The UNESCO Office for the Gulf States and Yemen serves as the regional multi-sector office for Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates and Yemen. Based in Doha, Qatar, the  Office supports its Member States in the fields of education, natural sciences, culture, communication and information as well as social and human sciences.
Under the framework of the 2030 Agenda for Sustainable Development and UNESCO’s Medium-term Strategy (2022-2029), the UNESCO Office for the Gulf States and Yemen promotes  Science Technology and Innovation (STI) and scientific cooperation, natural resources management and biodiversity protection, and addresses  water security, disaster risk reduction (DRR) and climate change.
In 2023, the UNESCO Office for the Gulf States and Yemen launched the project “Building Climate-resilient Communities in Historic Cities in Yemen through Strengthened Disaster Risk Management and Awareness”. The overall objective of the project is to ensure that communities, households, and livelihoods in two disaster prone historic cities in Yemen are better protected, prepared and aware of disaster risk reduction measures.
To this end, UNESCO will provide urgent assistance to local authorities and vulnerable communities in the Old City of Sana’a and the Old Walled City of Shibam, through the establishment of an early warning system in the Old Walled City of Shibam, strengthening the existing early warning system in in the Old City of Sana’a, increasing the communities’ disaster risk reduction awareness, and initiating the preparatory phase for the establishment of a Flood Risk Management Information System. 

TASKS AND EXPECTED OUTPUT

Within the framework of the UNESCO’s project on “Building Climate-resilience communities in Historic Cities in Yemen,” the incumbent shall act as the Project Coordinator under the overall authority of the Director of the Office, and direct supervision of the Science Program officer, and provide support for the implementation of the DRR project in both cities, Sana’a and Shibam. 
In particular, s/he will be expected to perform the following responsibilities:
1.    Identification, mapping, and outreach to relevant stakeholders in both cities, including local institutions, research centres, local experts, local CSOs and youth.
2.    Coordination and regular follow-up with stakeholders involved in the project to ensure timely exchange of information and effective engagement.  
3.    Technical backstopping and review of Request for Proposals (RFP), studies, trainings materials, etc. 
4.    Support implementation of project related activities, including planning for meetings, workshops/trainings/consultations, missions/field visits, liaise with vendors to ensure submission of deliverables and others as required. 
5.    Support Monitoring and Evaluation; to assess progress in achieving expected results against timeline; address any challenges; collection of data and information in line with performance indicators.
6.    Support preparation of project reports, briefings and other written inputs for communication purposes.  
7.    Coordination and close consultation with colleagues at the UNESCO Office for the Gulf States and Yemen in Doha.
8.    Regularly report to the Director of the Office and the Science Programme Officer on work progress and prior to any key decision to be taken. 
9.    Undertake other duties that will be required by the Supervisor or the Director of Office as discussed and needed.

DELIVERABLES

1.    Monthly reports on progress on activities against timeline and results framework, including:
–    Description of implemented activities
–    Challenges and recommendations
–    Minutes of meetings
–    List of contacts of partners and stakeholders
–    References and any relevant external documents/reports/sources of information.

REQUIRED QUALIFICATION

Education
•    Advanced university degree (Master’s or equivalent) in the field of sciences, civil engineering, disaster management, hydrology, or other related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work experience
•    Minimum 2 years of relevant professional experience in the field of the DRR and environmental sciences.
•    Proven experience in coordination, analyzing and processing information, outreach, implementing activities/events/workshops, as well as monitoring and reporting. 
•    Experience working with NGOs, CSOs or International Organization is highly desirable.
Skills/Competencies

•    Capacity to build and maintain effective working relations with national/local authorities, relevant institutions, intergovernmental and non-governmental organizations.
•    Proven ability to communicate effectively and persuasively (orally and in writing) with various stakeholders at all levels, within and outside of the Organization.
•    Ability to work effectively in a team and to function within a multi-cultural environment.
•    Solid IT and computer skills.
Languages
•    Excellent knowledge (written and spoken) of English and Arabic.
