How can you make a difference?
The WASH Officer provides technical and operational support for the design, planning, monitoring and implementation of WASH activities in the most vulnerable communities. The focus will be on one of the refugee camps, supporting the integration of humanitarian and development interventions and strengthening the social cohesion component of the programme.
1. Technical oversight of the planning, construction, operation, and maintenance of water and wastewater networks
- Provide technical support to Government and implementing partners for the planning, construction, operation, and maintenance of the water and wastewater networks in the refugee camps, ensuring that they are implemented as per the respective technical standards and guidelines within the WASH sector in Jordan
2. Programme and Project Management
- Ensure the availability of accurate, complete and up-to-date information required for effective WASH programme and project design, implementation, management, monitoring and evaluation.
- Draft sound WASH programme budgets for review by the supervisor, including concrete steps to enhance delivery of regular WASH services, emergency preparedness and response.
3. Programme Efficiency and Effectiveness
- Enhance programme efficiency and effectiveness through evidence base approach and implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply and emergency assistance and WASH programme status.
4. Work Plan and Programme Documentation
- Collect and analyze data and information and prepare progress reports; draft changes in WASH project work plans and assist in the identification of required inputs for both development and emergency-related activities, as well as in the drafting of Country Programme Recommendation and other programme documentation, assuring accuracy and consistency with established rules, regulations, and plans of action.
5. Programme Implementation Information and Data
- Ensure the appropriateness of financial, administrative and supply documentation; verify that WASH programme expenditures are within allotments and that data is consistent with the programme information and database. Follow up on queries or initiate corrective action on discrepancies in coordination with supervisor.
- Collaborate with Monitoring & Evaluation function, including maintaining gender and equity focus and disaggregation for WASH data collection and reporting.
6. Knowledge Sharing
- Compile WASH programme implementation, preparedness, and training and orientation materials to promote knowledge sharing with counterparts, WASH sectoral stakeholders, donors and media.
7. Communication and networking
- Ensure the effective communication and networking are developed and maintained through partnership and collaboration.
- Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management.
- Team with Government and WASH sector stakeholders and counterparts to exchange information on WASH programme implementation, status, capacity and risk mapping, preparedness including the joint identification of needs and recommendations to cover them.
- Coordinate with WASH development partners and stakeholders, including NGOs, UN and bilateral agencies in the exchange of information relating to WASH sector.
- Support the coordination of WASH actors at camp level through the WASH and intersectoral coordination platforms, and, where appropriate, the national level coordination through the WASH sector group, including preparedness and response activities.
8. Humanitarian WASH preparedness and response
- As required, support UNICEF Jordan and WASH section in the planning and implementation of humanitarian related interventions to cover WASH emergency needs, including development and management of implementation arrangements specific to the emergency response.

- Education: University degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
- Experience:A minimum of 2 years’ of professional experience in WASH-related programmes for developing countries is required
- Demonstrated skills and experience in the planning, implementation and monitoring of WASH progammes.
- Demonstrated experience in effective management of staff, partnerships and contracts
- Experience working with Government institutions and technical assistance at the national level and local levels.
- Experience working in the UN or other international development organization is an asset.
- Languages: Fluency in written and oral English and Arabic is required.
