Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Lead Technical Lead position on a USAID-funded program in the West Bank & Gaza.

The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is expected to be a full-time position based in the West Bank.

Responsibilities: Technical Leads will provide technical leadership and activity oversight across several areas of anticipated focus for this project. Tetra Tech seeks candidates with the following expertise:

Water Service Delivery: Demonstrated skills working with water utilities to develop strong management systems, operations and maintenance, organizational capacity, etc.

Civil Engineering: Technical experience with water infrastructure design and build, operation and maintenance for water systems, and construction management.

Water Utility Improvement: Experience with smart water management for water utilities for reduction of non-revenue water.

Private Sector Engagement: Technical experience supporting entrepreneurs, small businesses, and other private sector enterprises with business development planning, produce development and marketing, customer engagement, and accessing finance and credit. Experience working with women and youth-led enterprises preferred.

Water Governance: Track record of leading and delivering technical assistance to national and municipal public sector institutions to strengthen water management planning and oversight.

Water Conservation: Demonstrated experience providing technical assistance to donor organizations or public or private sector entities concerned with the conservation of water.

Irrigation and Agricultural Optimization: Demonstrated experience with agricultural planning and water conservation in arid contexts.

Climate and Energy: Technical experience with planning and design for industrial energy use with demonstrated experience in solar and other climate resilient technologies.

Gender, Youth, and Social Inclusion (GYSI): Experience leading a program-level GYSI approach, developing innovative approaches to gender integration and gender equality in water resource management decision-making, and providing training and capacity strengthening to public and private sector entities.

Social Behavior Change: Experience leading efforts to integrate social behavior change principles within donor-funded programming and around water conservation.

Qualifications:

* Bachelor’s degree or higher in related field.

* At least seven (7) years of technical experience in related field.

* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity.

* Proven leadership, organizational, and writing skills.

* Professional fluency in Arabic and proficiency in English is required.
