Introduction

The Department of Natural Resources is hiring a Statewide Water Quality Management Planning Coordinator in the Water Resources Management Specialist – Advanced classifications within our Monitoring Section of the Water Quality Program. This position is located at the Madison Central Office. There is an opportunity to telework for up to 60% of the workweek dependent on work needs.

Position Summary

The Statewide Water Quality Management Planning (WQMP) Coordinator’s primary function is to coordinate the integration of multi-program policies, plans and actions into a consistent and ongoing statewide water quality protection and restoration planning framework which meets State and Federal requirements. The WQMP Coordinator is also responsible for leading the state’s development of water quality management plans at the river basin scale statewide and collaborating with DNR water program staff and external partners to develop implementable and consistent watershed plans at various geographic scales.

This position also coordinates and oversees the development of ongoing statewide water quality planning activities with external partners, as well as municipal and regional planning organizations. This position is responsible for incorporating the local planning agencies work output, as appropriate, into Department policies, administrative codes, and work plans; and provides technical supervision for all organizations under contract with the Department. 

Activities require a highly independent specialist in areas of water resources management and planning, as well as fiscal and legal procedures.  Daily activity requires statewide working relationships with program staff and supervisors in the field and central office, collaboration and statewide contacts with local governments, and technical staff.

Salary Information

Starting pay for the advanced level is $32 – $38/ hour ($66,560 – $ 79,040 annually).

This position is in Pay Schedule/Range 15-03. A 12-month probation period may be required.

Job Details

Occasional travel within the state is required.

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Required qualifications for this position include all of the following:

  • Experience, education, or training in environmental science, civil or environmental engineering, environmental studies, aquatic sciences, limnology, urban/regional planning, or a related field.
  • Experience developing, communicating, and presenting technical information to shareholders and customers with a diverse understanding of policy implications and data.
  • Knowledge and experience with project management, budget management, training development, outreach, or communication.

Best-qualified applicants will also have at least one of the following preferred qualifications:

  • A bachelors or graduate degree in environmental science, civil or environmental engineering, environmental studies, aquatic sciences, limnology, urban/regional planning, or a related field.
  • Work experience in a field related to environmental regulation or policy, watershed management, environmental engineering, urban/regional planning, or a related field.
  • Experience with Implementing and interpreting federal and state law, administrative codes and guidance and other program issues relating to water resources management
  • Experience with leading teams and/or serve as a liaison between co-workers, supervisors, public officials, stakeholders, external customers, and members of the general public.
