How can you make a difference? 

Purpose of Activity/Assignment:
The purpose of this consultancy is to provide advice and support to Sanitation and Water for All (SWA) to deliver its strategy by optimizing its organization or work and business processes, as well as service delivery to SWA partners and other counterparts. This consultancy also aims at enabling the SWA CEO and Senior Management Team (SMT) to fulfil their roles within the Secretariat and partnership. This will be achieved through, inter alia, analysis of SWA’s Strategic Framework, as well as other available documentation on SWA’s organization and objectives, interviews with Secretariat members, support to the CEO in terms of decision making, as well as trainings.

BACKGROUND & RATIONALE

Sanitation and Water for All (SWA) is a global partnership of over 350 partners, including governments, private sector and civil society organizations, external support agencies, research and learning institutions, utilities and regulators working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. Partners work towards a common vision of sanitation, hygiene and water for all, always and everywhere.

The Secretariat of the SWA global partnership is hosted by UNICEF at its Headquarters in New York. The SWA Secretariat, as the strategic and operational arm of the Partnership and of the Steering Committee, is responsible for supporting the implementation of the partnership’s strategy 2020 to 2030 that focuses on three objectives:

  1. Build and sustain the political will to eliminate inequalities in water, sanitation and hygiene
  2. Champion multi-stakeholder approaches towards achieving universal access to services
  3. Rally stakeholders to strengthen system performance and attract new investments


EXPECTED RESULTS

The Consultant is expected to deliver the following results:

The outcomes the consultant’s work with the SWA CEO and Senior Management Team are:

  • Provide technical support to develop the SWA long-term planning (3-5 years strategic goals and SWA regular business planning (year current, plan-year and year next);
  • Provide team development technical support at the SMT level in order to deliver the longer-term goals of SWA strategy 2030
  • Develop/foster cross functional working relationships, standard operational processes, project management skills at the Senior Management Team level;
  • Provide technical advice to develop an effective and efficient organizational structure to deliver results and achieve strategic goals;
  • Develop and propose strategies and tools to promote creativity among the SMT and to take further initiatives in their duties.

Support SWA teams in organizing and working on ‘special projects’ by providing technical guidance and support to help develop reference documents, project management tools and to promote increased collaboration between SWA teams.10 DaysDecember 2023
Monthly coaching sessions for CEO (1) and Senior Management Team (SMT) members (4) to help add value to the work of their direct reports and to create two-ways working relationships while increasing the efficiency of the SWA organizational structure.These sessions also aim at providing technical support to SWA teams to improve their long-term planning and business planning skills while proposing tools to promote creativity in their line of work.Finally, during these sessions, the consultant will provide concrete guidance and tools for SWA senior staff to enhance their leadership in work, to assess potential and to assist direct reports in developing their own personal leadership in work.The sessions should include at least 75 minutes of individual coaching. Transcripts and notes of such sessions should be prepared and shared with SMT members.7 DaysDecember 2023

To qualify as an advocate for every child you will have… 

  • Advanced university degree (master’s degree or equivalent) in public administration, business administration or relevant social sciences;
  • A professional coaching certification is mandatory;
  • A minimum of 15 of relevant professional experience in organizational advice including for multilateral and multi-stakeholder platforms and partnerships;
  • Experience working in a similar decentralized development organization is strongly desirable;
  • Experience supporting similar multi-stakeholder organizations in the early stages of their development preferably in a decentralized environment;
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and commitment;
  • Excellent drafting and communication skills;
  • Fluency in English (both oral and written) is required. Knowledge of other UN languages, in particular French, Spanish is highly desirable.
  • Portuguese fluency would be considered as an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
