Project title: EU for Serbia for improving Chapter 27 planning and implementation

Brief description of the project: Chapter 27 Environment and Climate Change is one of the most demanding chapters for transposition, implementation and enforcement, which requires an extensive high-capacity institutional network. During the last 10 years, national institutions have made significant progress in approximating EU environmental and climate change sector requirements. Their actions were significantly supported by EU, and other multilateral and bilateral funds, targeted to preparation for EU accession. Nevertheless, despite significant achievements in building a legal basis, strengthening institutions and implementing EU requirements, progress reports are placing Ch27 on the second lowest level out of 5 steps toward EU accession. The accession process for the next several years requires even deeper involvement and capacities from Ch27 institutions in all major areas, first of all, completing transposition and developing legal acts for implementation, finalising strategic and advancing operational planning, improving progress monitoring regarding implementation of aligned environmental requirements and reporting. On another side, a high level of uncertainty remains as Ch27 negotiations will bring new demands, identify priorities and set specific timetables for various approximation actions. At the same time approximation process is very dynamic, new draft legal act, planning documents and other approximation elements are being delivered or plans are changing and not all expected has to be developed. In order for Chapter 27 institutions would have access to prioritised and immediate support, it is proposed to develop a flexible facility for all areas of Chapter 27 with access to a wide range of specific expertise in the environmental and climate change sector. This facility would be able to provide legal, strategic planning and institutional advice identified at the start of the project implementation but would be able to also reflect some of the needs appearing during the negotiations and post-negotiations period, if relevant.

Brief description of the assignment:

Key expert 1: Team Leader/ environmental policy expert  

The Team Leader will have the overall responsibility for the smooth running and timely implementation of all project activities, communication and visibility according to the approved plan and the efficient use of project funds. The Team Leader will be responsible for the management of the team of all experts and for overall quality, coordination, realisation of the activities and outputs, as well as of timely reporting, liaising with the EU Delegation, beneficiary and stakeholders. 90% of the assignment must be carried out within Serbia.

  Requirements:

  Qualifications and skills

  • University degree (where a university degree has been awarded on completion of minimum of four years of study at a university or equivalent institution) in environmental sciences, law, economics, political sciences, engineering, European studies or other relevant areas.

General professional experience

  • Minimum 15 (fifteen) years of professional post-graduate experience in EU environmental policies or EU integration in an EU Member State.

Specific professional experience

  • Minimum 10 (ten) years of working experience with the EU accession process on policy and action planning related to the implementation of EU environmental requirements, (preferably through participation in negotiating structures or donor-funded projects related to the accession process;)
  • Experience in a management position involving leading a team of experts (in the public sector) in a minimum of two EU-funded projects, for a combined total minimum budget of 4 million €
