International Water Management Institute (IWMI) on behalf of Global Water Partnership – South Asia (GWP-SAS) seeks applications from suitably qualified candidates or a team of consultants for an assignment to prepare a rapid diagnosis on the status of the integration of the gender equality and inclusivity in the political, regulatory, and planning frameworks in water resources management and climate related sectors and propose strategic actions for achieving gender integration in 6 GWP countries of South Asia.

Background

The gender transformative approach adopted by GWP in climate change adaptation and water resources management is a holistic approach that focuses on developing actions to address the economic, political, ecological, social, and cultural causes that generate vulnerability and exclusion of different groups of the population. Special attention is made to ensure equity, equality and inclusion of women in the development of territories, that are under the threat of adverse impacts of climate change and that face problems of scarcity and deficit of water resources. These actions aim to transform power relations shaped by unequal norms and practices, and empower women to have greater resilience as well as better capacities to participate, be included and lead decision-making processes related to climate change and water management.

To apply the gender transformative approach in actions related to climate change and water management, it is necessary to know the extent of gender integration and or inclusion within the regulatory, political and planning frameworks in the countries of the region. For this purpose, it is proposed that a gender study /analysis that will ascertain the status of gender integration in the legislative, political and planning frameworks in SAS countries is commissioned. The study will contribute towards generation of a gender baseline to be used in designing gender responsive and climate resilient water investments. The information will also be used to identify opportunities to advance the implementation of IWRM, considering gender as a strategic issue. Results of the study will in general support decision-making regarding the prioritization of concrete actions to incorporate gender in water resources management and climate change processes in South Asia.

Specific Objectives

  • Review the integration of gender equality and inclusivity in water resources management and related climate sectors’ regulatory (policies & laws), political, planning (plans and strategies) frameworks in 6 countries in South Asia.
  • Identify gaps and underlying factors that act as the main obstacles to addressing identified inequalities that need to be addressed through a transformative gender approach to strengthen water security and climate resilience.
  • Propose strategic actions to address the gaps and causes of inequalities and exclusion based on gender and other factors that reinforce inequalities and exclusion, identified as part of this study.
  • Design a digital database containing data related to the analyzed gender aspects of the 6 South Asia countries.
  • Identify opportunities that can be considered in fundraising initiatives with strategic partners.

Scope of the Study

The study will focus on 6 GWP countries in South Asia, namely, Bangladesh, Bhutan, India, Nepal, Pakistan & Sri Lanka. 

The Expert/team to provide the services for this consultancy must present a proposal considering the terms of reference. The Expert/team should provide a detailed methodology that includes the gender equality and inclusion analytical frameworks , data collection methods and data analysis approach to be used in carrying out the gender analysis and achieve the deliverables requested in this consultancy.

The Expert/team is encouraged to think creatively about the development and presentation of the study baseline on which the requested analysis is based in each of the prioritized countries. In addition, the expert/team may submit an additional proposal for each of the countries listed above, in accordance with relevant criteria indicating that the results of the analyses in such countries will add value to understanding the current state of gender equality and inclusion in water resources management and climate related sectors . This is all aimed at ensuring water security and climate resilience building amongst societies in the 6 countries in South Asia.

GWP CWPs (Country Water Partnerships) will be the liaison point for communication between the authorities of the countries linked to this consultancy.

Requirements

Interested applicants are required to have the following qualifications and experiences at minimum:

  • Master’s degree in gender, public policies, climate change, water resources management or related topics.
  • The team coordinator must have at least 10 years of professional experience and the rest of the team must have at least 5 years of professional experience, related to the gender (as per the ToR).
  • Relevant knowledge in gender analysis and social aspects, policy analysis, climate change adaptation and / or water resources.
  • General understanding of the regional context on water resources management, climate change, 2030 agenda and SDG development, gender, and related issues.
  • Experience of working in South Asian countries, with networks established especially on gender, water, and climate issues. Having networks in the countries of the regions would be highly desirable.
  • Experience in developing similar studies and technical papers.
  • Excellent analysis and report writing skills.
    Management and mastery of computer packages in Windows environment, Microsoft office programs and database designing.
