Purpose of Position

Why does the job exist?

The purpose of this position is to provide customer assistance to the public regarding water rights and perform technical review of water right applications. This position will also monitor permit holders to ensure compliance with permit conditions.  It conducts investigations and compiles water right documentation for alleged illegal uses as well as compile water rights documentation for aggrieved or protested water rights applications. It performs water level measurements for the Roswell basin areas.

How does it get done?

1. Incumbent must strive for consistency in accordance with state law, rules and regulations and the policies of the Office of the State Engineer/Interstate Stream Commission (OSE/ISC).
2. Analyzes water right applications for completeness.
3. Prepares and reviews legal notices for publication.
4. Prepares memorandums recommending approval or denial of water right applications.
5. Abstracts water rights files and enters information into the WATERS Database system.
6. Makes recommendations on all types of well construction and well permits.
7. Incumbent is expected to complete job duties independently.
8. Conducts fieldwork to measure depth to water table, determine irrigated acreage, read meters, determine water usage, respond to complaints.
9. Identify irrigated acreage, well locations, conveyances, utilize GPS and GIS applications.

Incumbent will assist the general public regarding water rights inquiries whether in person, sub office locations, by telephone, in writing or email.

Ideal Candidate

The Ideal candidate should have the following skill set:
1. Ability to perform technical writing and review complex information/data.
2. Possess excellent customer service skills and experience to clearly communicate with water right owners.
3. Ability to work independently with little supervision.
4. Ability to express complex issues verbally and in writing to supervisors, coworkers, and the general public.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. Substitutions Apply. 

• Education and years of experience must be related to the purpose of the position.

• If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is conducted in an office setting with extensive personal computer and telephone usage. There are extended periods of time sitting and researching large amounts of data. Work is also conducted in the field, which can consist of rough terrain and heat/cold exposure. Must be able to lift 15 lbs. Travel is required.
