DESCRIPTION OF WORK:

The position is a contributing team member of four planners within the Watershed Planning Section of NCDMS. Planners utilize knowledge of environmental and natural resource data to target areas for the implementation of stream, wetland, buffer and nutrient offset mitigation projects.  The purpose of this position is to 1) provide watershed project planning for standard to large size watershed plans ranging from moderate to very complex in assigned areas of the state and 2) perform GIS analysis on a local and statewide scale to support evaluation of DMS planning and project implementation efforts. This position is responsible for developing complex, difficult and/or controversial River Basin Restoration Priorities (RBRP), Regional Watershed Plans (RWP), which includes managing projects and reviewing deliverables of contractors.  This position acts as lead GIS analyst, preforming hydrologic, water quality and habitat models to evaluate watershed conditions.  The planner utilizes, edits and maintains a collection of ArcTools, ESRI Modelbuilder and Python scripts to conduct watershed analysis.  

Routinely, this position provides direct technical support and troubleshooting on GIS software, hardware, databases, analysis processes, and utilization of geospatial data.  Maintains all NCDMS spatial data within an enterprise GIS database and ArcGIS Online. Develops process documentation and trains staff in QA/QC processes to maintain datasets and metadata.  Provides direction to contractors and temporary personnel to accomplish short term projects.  Utilizes knowledge of environmental and natural resource data to provide solutions that suit needs of field personnel.

Additionally, this position consults with program leads on GIS implementation to improve program efficiency and effectiveness.  Participate in Departmental GIS committees to represent NCDMS, align goals with other divisions and eliminate redundancies.  Build inter-agency relationships to maintain the most current and accurate information available.  Participate on enterprise database working groups and other duties as assigned. This position develops watershed planning based scoring criteria, targeted areas, maps and any other necessary watershed planning guidance for Request for Proposals (RFPs) to ensure the projects implemented through the full delivery procurement process address watershed needs.

Key Responsibilities:

  • Provide watershed project planning for standard to large size watershed plans ranging from moderate to very complex in assigned areas of the state.
  • Perform GIS analysis on a local and statewide scale to support evaluation of DMS planning and project implementation efforts.
  • Develop complex, difficult and/or controversial River Basin Restoration Priorities (RBRP), Regional Watershed Plans (RWP) and Catalog Unit Status Reports (CUSRs) in assigned watersheds to meet the mitigation needs of the Division of Mitigation Services.
  • Develop watershed planning based scoring criteria, targeted areas, maps and any other necessary watershed planning guidance for Request for Proposals (RFPs) to ensure the projects implemented through the full delivery process address watershed needs.
  • Provide support in projects generated utilizing all procurement processes to maximize the links between watershed needs, identified through watershed planning and project implementation.
  • Conduct geographic information system (GIS) analysis for the watershed planning unit, performs data analysis, interprets and presents data related to water quality, hydrology and habitat and project opportunities.

The Division of Mitigation Services:

The Division of Mitigation Services provides comprehensive mitigation for the State of North Carolina as required under the Clean Water Act. This NC DEQ program is responsible for providing compensatory mitigation for streams and wetlands that are unavoidably impacted by development and transportation projects. The program provides planning, implementation and disposition associated with restoration, enhancement, creation, and preservation for the 51 cataloging units (watersheds) in the State. The DMS manages the development of comprehensive mitigation projects worth $75 million annually. To qualify for this position, applicants must document on the application that they possess ALL of the following: 

  • Documented experience managing projects or writing reports.
  • Documented experience using geographic information systems (GIS).
  • Documented experience in planning methods, data analysis or modeling techniques.  
     
    Manager Preferences:
  • Knowledge of environmental restoration practices
  • Experience with natural resource data.
  • Knowledge of statistical analysis
  • Experience with R or Python scripting

Minimum Education and Experience Requirements

Bachelor’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.Supplemental and Contact Information
