Why does the job exist?
This position is an advanced professional position within the Superfund Oversight Section of the Ground Water Quality Bureau and is responsible for ensuring consistency and timely agency action regarding Superfund site environmental assessment and environmental remediation. This position provides expertise in highly specialized technical fields of hydrology, geology, chemistry, and engineering for investigation groundwater contamination sites and implementing cleanup of Superfund sites in compliance with appropriate state and federal regulations.
How does it get done?
The position conducts field investigations, oversees cleanup activities, and performs project management. This position is responsible for providing technical support, oversight, guidance, and determination of compliance for Superfund sites in New Mexico to ensure consistency with the Comprehensive Environmental Response, Compensation, and Liability Act (Superfund) and the New Mexico Water Quality Act and Water Quality Control Commission Regulations and other state and federal statues, standards and regulations. The position requires frequent communication with stakeholders, government agencies, and the public. Project management responsibilities include directing government contractors and managing budgets.
Who are the customers?
This job is done for all New Mexicans to protect and restore the environment. This position may have occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations. This position will have contact with internal staff as well.
Ideal Candidate
The ideal candidate for this position is an individual with considerable technical expertise in environmental assessment and remediation of hazardous waste contamination, experience evaluating groundwater hydrology, with pertinent or similar regulatory experience, and with project management skills capable of leading site investigation and cleanup. Masters degree preferred.
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. • If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. In state and out of state travel may be required.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is primarily in an office setting, with extensive personal computer and telephone usage. Exposure to Visual/Video Display Terminal. Occasional travel is required driving state vehicles. Field work up to 30% of the time with exposure to seasonal weather conditions and potential exposure to hazardous and/or radioactive waste. Typically 8 hour workdays and 40 hour workweeks with longer hours for field work as needed. Must be able to lift and carry at least 25 lbs for field work.
