The Government of Malawi (GOM) has received financing from the World Bank towards the cost of the Mpatamanga Hydropower Project and intends to apply part of the proceeds for Consultancy Services for Technical Advisor to Government

The consulting services (“the Services”) include review of the work products of the Strategic Sponsor during the Development Phase. The intent of the review process is to ensure all work is reviewed by an advisor with a duty to protect the interests of GoM as delegating authorities for the concession but also as stakeholders of the Project Company. Given the project risk allocation, the technical advisor will have more specific attention to the GoM allocated risks, for instance: energy yield, ground conditions’ risks, low water events, quality and long-term sustainability of assets, tariff affordability, grid availability, transmission, dispatch, assets transfer and handover.

The detailed Terms of Reference (TORs) for the assignment can be obtained   upon request at the address given below.

The Ministry of Energy (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:  

  1. Core business of the firm(s) and years in business
  2. Relevant experience, which should specifically include the below:
  1. Experience in assignments of similar nature, complexity and size
  2. Experience in supporting the preparation of private sector and Public Private Partnership (PPP) based generation projects, particularly large hydropower
  3. Experience as consulting firm in respect of the electricity supply markets in Sub-Sharan region, preferably in SADC region;
  4. Experience in large hydropower project design, the engineering, procurement and construction (EPC) tender documents and performance specifications’ preparation as owner’s engineer or technical advisor.
  5. Experience in carrying out high quality analytical work, including qualitative and/or quantitative analysis of data relating to PPP and private sector development in emerging markets
  6. Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff). Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultant(s) is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultant(s) may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Base Selection (QCBS) method set out in the Procurement Regulations.
