BACKGROUND

Purpose of Activity/Assignment: 

Reporting directly to the WASH Senior Adviser, WASH in Emergencies & Fragile Contexts (WiEFC) and working in close collaboration with relevant Regional WASH Advisers and Country Offices’ Chiefs of WASH, the consultant will lead:

  • The development and implementation of the dissemination of the WASH for Peace Guidance.
  • The capacity development of key staff in targeted regions and country offices to ensure the integration conflict sensitivity and peacebuilding into WASH programming in fragile and conflict-affected contexts.

Scope of Work:

The WASH for Peace Guidance will be launched globally in May 2023 (TBC) following a participatory and consultative process to develop it that engaged all UNICEF regional offices and many country offices. During this consultative engagement participating ROs and COs expressed a need for technical support and targeted capacity development to ensure the effective integration of conflict sensitivity and peacebuilding into WASH programming in fragile and conflict-affected contexts.

The consultant is expected to develop a capacity development package to socialize key elements of the WASH for Peace Guidance amongst relevant staff and potentially sector partners. The package will include training materials and resources demonstrating and supporting the practical application of the approach and tools presented in the WASH for Peace Guidance.

The consultant is expected to then roll out the capacity development package to all ROs and selected COs through a blended virtual and online training, with on-site trainings taking place in East and South Africa (ESAR) and West and Central Africa Regions (WCAR). The approach of the training will be highly interactive and focus on practical application by participating staff leveraging real time RO and CO processes (e.g., country or programme planning; humanitarian response development; programme development and/or reviews; partnership development, etc.). 

Under the supervision of the WASH Senior Advisor, the consultant is expected to work closely with RO WASH Advisers, CO Chiefs of WASH, and relevant CO Human Resources sections to ensure the training is part of the yearly CO plans and that staff can reflect their participation in their learning plans and Achieve as relevant.

Terms of Reference / Deliverables / Deadlines

Onboarding and inception period to: Prepare and deliver the WASH for Peace Guidance global webinar and disseminate to ROs and COs. Consult with relevant HQ, RO, and CO stakeholders to undertake a training needs assessment to inform the development of a capacity development proposal, including overall approach, methods and tools, and detailed timeline.

Develop capacity development package including a generic slide deck, interactive learning activities, training materials, and supporting resources. The development of the package will include consultative review of the materials by relevant HQ, RO, CO stakeholders.

The tailoring will include the review of relevant programme documents and reports to identify context-specific peace and conflict dynamics to capture in the training materials (e.g., case studies, scenarios, etc.). The development of the training will involve:

  • Online meetings with relevant RO and CO staff to plan and prepare the training
  • Onsite delivery of the training
  • Remote post-training accompaniment to ensure initial uptake and application of skills and knowledge gained

1st deliverable: Training report and technical accompaniment plan for ESARO & participating COs

2nd deliverable: Final report of overall capacity development intervention

By 30 November 2023

Develop and deliver a tailored training package to selected RO and CO staff in West and Central Africa Regional Office (WCARO). The tailoring will include the review of relevant programme documents and reports to identify context-specific peace and conflict dynamics to capture in the training materials (e.g. case studies, scenarios, etc.). The development of the training will involve:

  • Online meetings with relevant RO and CO staff to plan and prepare the training
  • Onsite delivery of the training
  • Remote post-training accompaniment to ensure initial uptake and application of skills and knowledge gained

1st deliverable: Training report and technical accompaniment plan for WCARO & participating COs

2nd deliverable: Final report of overall capacity development intervention.

By 29 February 2023

The development of the training will involve:

  • Online meetings with relevant RO and CO staff to plan and prepare the training
  • Online delivery of the training
  • Remote post-training accompaniment to ensure initial uptake and application of skills and knowledge gained

1st deliverable: Training report and technical accompaniment plan for Time Zone No. 1

2nd deliverable: Final report of overall capacity development intervention.

By 29th March 2024

Final report, including post-training assessments with participating ROs and Cos to assess application of skills and knowledge gained

Qualifications

(1) Education

  • Masters in Conflict and peace studies; conflict sensitivity and peacebuilding; conflict resolution
  • Knowledge of WASH-related conflict and peace dynamics required

(2) Work experience

  • At least 5-years of professional experience developing and implementing conflict sensitivity and peacebuilding capacity development (i.e. training; technical support) in fragile and conflict-affected contexts
  • Field experience integrating conflict sensitivity and peacebuilding approaches in WASH and UNICEF programmes is an asset
  • Experience working in multi-cultural background is preferred

(3) Competencies

  • Fluency in English is required
  • Excellent oral and written communication skills are required

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
