How you will contribute as part of the TRCA team:

Under the guidance of the Senior Manager, Watershed Planning and Reporting, the Project Manager, Watershed Planning and Reporting is responsible for managing the projects that focus on development of integrated watershed and subwatershed plans and reporting products.  These plans and reporting products guide the Authority’s watershed management programs including those related to managing natural  hazard risks, natural heritage, water resources, water quality, ecosystem restoration and management, implementing various green infrastructure and low impact development, and adapting to climate change. The watershed plans and reports also inform the planning and development processes of TRCA’s municipal partners. 

As part of TRCA’s next generation of watershed planning and reporting program, the position plays a key role in managing and coordinating multi-disciplinary technical analysis and content development by TRCA staff and synthesizing them into a coherent narrative to inform management actions. Other responsibilities include assisting in work planning, budgeting, procurement, contract management and staff supervision. The position also involves assisting in engagement with partner municipalities, stakeholders, First Nations and Indigenous groups, and public in the overall visioning for the watershed, communicating current and potential future watershed conditions, and developing management framework for the watershed.  Overall, the position plays a critical role in establishing direction for TRCA’s programs and informs municipal partner and stakeholders initiatives to improve watershed health and resilience and related projects.

Major Responsibilities:

  • Manages initiatives and projects focused on integrated watershed planning, watershed and ecosystem reporting, and integrating watershed initiatives with Lake Ontario health, for TRCA and its partners, under the guidance of the Senior Manager and in collaboration with other TRCA staff.
  • Coordinates activities to engage, collaborate, coordinate, and build consensus with partner municipalities, stakeholders, First Nations and Indigenous groups, and subject matter experts (as needed) to advance watershed planning, reporting, and other related initiatives.
  • Coordinates multi-disciplinary technical analyses (e.g. natural hazards, natural heritage, water resources, and water quality) conducted by various TRCA teams, partner agencies, and/or consultants to inform watershed plans and/or reporting products.
  • Helps conduct background research and prepare the watershed planning documents, technical reports, data management, conduct quality assurance, prepare publication and communication material, including reports to the TRCA Senior Leadership Team, TRCA board, municipal councils, and others, as required, under the guidance of the Senior Manager and in collaboration with other TRCA staff.
  • Supports effective communication of watershed plan findings internally and externally to key implementing partners through multiple mediums including through online GIS-based tools.
  • Supports the development of watershed plan implementation mechanisms and tracking tools for TRCA and its partners in implementation. 
  • Helps develop funding applications in support of the watershed plans and reporting, and manages all aspects of successful proposals (e.g., staff, budgets, timelines, deliverables).
  • Responds to inquiries from municipal partners, governments, stakeholders, First Nations and Indigenous groups, and public related to watershed planning and reporting products.
  • Represents TRCA on external committees, associations, and working groups to share knowledge and to develop partnerships.
  • Supports the Senior Manager on annual budgeting, budget reporting, and other administrative processes including planning, administering, and monitoring budget expenditures, and providing expenditure reports.
  • Generates and approves procurement reports and purchase orders and hires and oversees consultants to complete various aspects of the work, as required.
  • Ensures business processes are streamlined, documented, and cascaded to all team members.
  • Promotes a team-based, innovative and customer-centric service delivery model.

  • Performs other duties as assigned or as required with departmental, divisional and/or corporate objectives.

What will you need to succeed:

  • Four (4) years university degree in natural resource management, environmental science / studies / planning, geography, or a related field or approved equivalent combination of education and experience.
  • Valid Ontario “G” driver’s licence in good standing.
  • 4+ years of experience in managing projects and / or programs related to watershed planning, natural resource management, environmental assessments / monitoring, data analysis and management, environmental reporting.
  • 1+ years of experience in a leadership role managing projects, programs, and teams related to major tasks.
  • Demonstrated project management, coordination, and organizational skills to design, plan and lead complex multi-disciplinary and muti-year projects related to watershed planning and reporting.
  • Demonstrated ability to engage effectively with municipal and other governmental partners, stakeholders, First Nations and Indigenous groups, and public on watershed planning initiatives.
  • Demonstrated ability to manage project budgets and workplans, prepare and execute coordinated workplans for multi-disciplinary team, and deliver projects within time and budget.
  • Working knowledge and understanding of legislation, policy, and recent developments relevant to environmental management and sustainability issues, in Ontario and the Toronto Region.
  • Demonstrated ability to collaborate and partner with public, private, and civil society sectors to advance science, policy, and practice for healthy watersheds.
  • Excellent communications skills in all modes and ability to understand and synthesize complex technical and policy content into effective communication for a variety of audiences.
  • Excellent interpersonal and facilitation skills to engage in a positive, courteous, and respectful manner and build consensus on watershed planning and reporting related initiatives.
  • Excellent track record of successful implementation of projects, programs, and events
  • Excellent time management, analytical, and problem-solving skills.
