Under the direction of Deputy Executive Director, the Technical Project Specialist will assist in managing and carrying out the duties of technical assistance contracts for water and wastewater systems.

ESSENTIAL FUNCTIONS:
• Ensure completion and compliance of the goals, objectives and deliverables required under applicable state and federal contracts, including the Asset Management Program for Small Systems (AMPSS) through the Texas Water Development Board and our Manufactured Homes Technical Assistance program through USDA-RD.
• Provide direct on-site financial, managerial, and technical assistance to water and wastewater systems, including but not limited to asset management, capital improvement planning, rate review/rate study, record keeping, updating policies, presenting to board/council members, funding application assistance, and operations assistance.
• Contact public water/wastewater systems to schedule assistance visits.
• Write comprehensive technical reports for contract deliverables.
• Assist the Deputy Executive Director in attaining the goals of the Association and perform other duties as assigned

OTHER ACCOUNTABILITIES:
• Become familiar and adhere to all program operating procedures and contractual requirements
• Maintain applicable certifications and licenses
• Maintain thorough knowledge of all state and federal regulations as they apply to water and wastewater utilities
• Ensure that equipment and vehicle is maintained
• Provide written materials for the TRWA Quench magazine on industry topics
• Present on various topics at conferences, area meetings, and workshops.
• Promote TRWA membership
• Perform other duties as assigned by the Deputy Executive Director

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
• Ability to travel up to 90 percent of the time and maintain a valid Texas driver’s license and an acceptable driving record
• Ability to lift 25 pounds
