The position is to coordinate the WV Stream Partners Program, a four-agency cooperative grant program established by the Legislature to foster volunteer watershed associations across the state and to fund stream and river improvement projects. The position will manage the grant and VISTA programs and facilitate communication and partnerships statewide. SPP Coordinator will work closely with the regional Watershed Improvement Branches’ Basin Coordinators to increase local watershed association’s ability to recruit board members, implement projects and educate their communities. The goal is creating the connection of opportunities for growth to more prosperous communities to a clean stream.

Job Duties Overview (plus others as assigned for the benefit of the program):

Partnership Building and Legislative Support

Coordinate the WV SPP partner agencies to provide technical support and resources for project development and implementationCreate a regular communication and program update system with Review Team/Executive Committee
Recruit new partners to participate in the (West Virginia Water Network) WVWN
Develop agendas and participate in the WVWN meeting and events
Organize agency and watershed training opportunities
Development of regional watershed gatherings

Manage the WV SPP VISTA program with StewardsServe as the point of contact for applications, reports, and invoicing
Coordinate the selection process for VISTA placements with watershed associations
Develop VISTA job descriptions and goals
Create a reporting and outreach plan to showcase VISTA and watershed partnership

Review and amend as needed the WV Stream Partners Legislative Rule and policies to meet the current program goals of the agencies and the more advanced project goals of existing watershed associations.Coordinate communication and opportunities for program growth between agency partners and watershed associations
Draft updated rules and policies to support program growth
Present and promote rules and policies for advancement through the agencies and legislative process

Assist in the organization and sustainability of volunteer watershed associationsCoordinate with Basin Coordinators and VISTAs to have representation at watershed association meetings and events as needed
Support and facilitate the establishment of the organizational structure –board of directors, executive committee of watershed associations
Identify opportunities for board of directors’ recruitment
Serve as a liaison between volunteers and agencies
Assist with non-profit status 501 (C) (3) forms and process for applications
Facilitate project prioritization and watershed goals
Provide technical assistance and resources to watershed associations as needed
Assist and facilitate grant, report and publication writing
Communicate with Basin Coordinators and VISTAs on project implementation and track progress

Outreach and Education

Public speakingEducate the public about the program and watershed issues
Serve as speaker at events and workshops

Meeting facilitation (volunteer and agency)Assist in developing agendas and goals for meetings
Record and type meeting minutes as required
Facilitate the Review Team meetings to select grantees and set policy
Facilitate the annual meeting of the Executive Committee

Conflict ManagementFacilitate meetings that could be of an emotional nature
Act as mediator within/for volunteer groups if conflict arises

Workshops and event managementPlan and execute trainings and educational events with watershed volunteers
Serve as committee member as needed

Varied work schedule will be requiredCoordinate watershed meeting attendance with Basin Coordinators and VISTAs
Attend local watershed events to promote program (weekends)

Technology

Database and tracking toolsCreate dashboard or tracking system for grants, inventory, and watershed association’s projects
Work with ITO to create online application process
Update WV watershed associations mailing list, contact list and maps
Revamp and update the SPP logo
Enter mid-term and final report data into database
Complete all required annual grant reports associated with the program
Compile grant application summary and watershed success stories for the Review Team

Qualifying applicants will be required to complete an internet based profile assessment to compare the applicant’s thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.

OR

Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.

OR

Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.

Promotional Only: Three (3) years of experience as an Environmental Resources Specialist 1 and/or 2 may substitute for the required training and experience.

PG: 16 $38,157 – $70,589

Market Rate: $62,195

Special Hiring Rates:

$41,625.792 – Department of Environmental Protection & Office of Environmental Health Services (SPB 2969)
