The Water Quality Program within the Department of Ecology is looking to fill a Stormwater Permit Manager position. This position will be located in our Bellingham Field Office (BFO) in Bellingham, WA

In this role, you will manage inspection and enforcement actions for Stormwater National Pollutant Discharge Elimination System (NPDES) permits with a focus in Whatcom County.

The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

This position is located in our Bellingham Field Office (BFO) in Bellingham, WA

Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Duties

What you’ll do:
Prevent and clean up water pollution – inspect facilities holding National Pollutant Discharge Elimination System (NPDES) permits for compliance with permit requirements; investigate potential violations for unpermitted discharges.
Assist permittees, local governments, other Ecology staff, state agencies and environmental stakeholders in understanding and implementing NPDES permits for industrial sites, construction sites, boatyards and sand/gravel operations.
Provide direct technical assistance to facility operators/owners to help them avoid and mitigate discharge violations.
Based on inspections and investigations, develop evidence and other information to support formal compliance and enforcement actions, when necessary. Prepare formal and informal compliance documents such as warning letters, violations notices, orders and penalties.
Respond to highly complex inquiries for technical assistance related to nonpoint stream erosion/restoration, and agricultural pollution/best management practices.

The position works closely with the Bellingham Field Office’s other Stormwater Permit Manager, and often collaborates with staff from other programs regarding toxic and hazardous material. BFO has a legacy of cooperating with other programs and other regional staff on complex, egregiously polluted sites.
Because BFO is a small field office, currently employing thirty staff from nine environmental programs, you’ll have the opportunity to meet staff from multiple program areas, and learn about their work.
This is a great opportunity to use and continue to develop strong communication skills and gain valuable, and often highly sought after, NPDES and stormwater compliance experience.

Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:
Nine (9) years of combined education and/or experience:
Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Experience: In environmental analysis or control, or environmental planning.

Option 2:
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Five (5) years of experience in environmental analysis or control, or environmental planning.

Option 3:
A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Three (3) years of experience in environmental analysis or control, or environmental planning.

Option 4:
A Ph.D. in environmental, physical, or one of the natural sciences, environmental planning or other allied field
Two (2) years of experience in environmental analysis or control, or environmental planning.

Option 5:
Two (2) years of experience as an Environmental Specialist 3 at the Department of Ecology.

Special Requirements/Conditions of Employment:

Must possess and maintain a valid driver’s license.

Desired Qualifications:

Experience working with Washington State’s Water Pollution Control Act and Federal Clean Water Act and experience with National Pollutant Discharge Elimination System (NPDES) permits.
Experience working with Washington State water quality law and standards, water quality sampling, and pollution prevention practices.
Experience conducting site inspections, writing detailed reports, enforcement and negotiations.
