Environment and Natural Resources Global Practice Context:

Located within the World Bank’s Sustainable Development Practice Group, the Environment, Natural Resources and Blue Economy Global Practice (ENB) provides expertise, technical assistance and financing to help developing countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution and increase resilience to climate change.

Unit Context:

The SEAE2 unit is one of two ENB units in the East Asia and Pacific Region (EAP). Staff in the unit manage a full spectrum of environment, climate change, green growth, blue economy, pollution management and natural resource lending and non-lending tasks in Vietnam, Cambodia, Laos, Myanmar, the Philippines, Thailand, and Malaysia. Importantly, the unit provides environmental risk management support to the entire World Bank investment portfolio in these countries! The unit helps them to increase sustainability through managing potential environmental impacts from their Bank-financed development programs.

Duties and Responsibilities:

The Environmental Engineer will work in close collaboration with colleagues in the SEAE2 unit and other units of the Bank, the IFC, and development partners. The Environmental Engineer’s specific responsibilities include:

Project Operations and Analytical Work

• Contribute to the Bank’s marine pollution agenda in Southeast Asia, supporting the preparation and implementation of operations and high-impact knowledge pieces (ASAs) at a regional and country-level on marine plastics, circular economy, waste management, and ecotourism, among others. This also includes task leadership on selected activities and participation in preparation and supervision missions.

• Support and/or lead pollution and solid waste management policy dialogue with governments and other stakeholders. This includes coordination with other financiers, and review of sector policies, strategies, and legislation.

• Facilitate and maintain effective communication with relevant communities of practice, including NGOs, academia, civil society, the private sector as well as specialized international organizations. Active participation in communities of practice and global level technical innovation and knowledge-sharing in pollution management.

• Coordinate and carry out other tasks as requested by the relevant Manager such as for example, contribute to the organization of training or knowledge-sharing events.

Environmental Risk Management

• Provide expert guidance to ensure that environmental issues are properly addressed in selected projects, in accordance with the Bank’s environmental safeguards and the Environmental and Social Framework (ESF).

• Support teams in ensuring that environmental sustainability is integrated into project design and implementation.

• Provide environmental input in project documents in accordance with the Bank operational policies.

• Other assignments as and when required.

Selection Criteria

• Advanced degree (Masters or PhD) in environmental engineering, environmental science or related fields.

• A minimum of five years of relevant professional experience working on marine plastics, circular economy, and waste management across multiple sectors and with a wide range of stakeholders. Direct regional and country-level experience in Southeast Asia is highly desired.

• A minimum of three years of relevant professional experience in the environmental risk management sector.

• Experience working on the preparation and implementation of World Bank and/or other MDB financed projects and high-impact analytical studies.

• Collaborative, experienced in working in a broad range of cultural contexts, with multi-disciplinary teams, and with the ability to work independently with limited supervision.

• Demonstrated skills in engaging with client countries, private sector, and development partners.

• Strong interpersonal and communication skills.

• Willingness to travel extensively in SEAE2 countries, including to remote rural areas.
