Overview

The Water Investment Division is seeking a highly organized individual with experience in natural resource planning with an emphasis on project development, strong people skills, and interest in natural resource restoration and helping municipalities maintain and enhance surface water resources, including the improvement of water infrastructure.

This position will afford the right individual the opportunity to make a major contribution to help protect Vermont’s natural resources and ensure that Vermonters have access to surface water resources for public safety, use, and enjoyment. under the new, federal “Bipartisan Infrastructure Law” (BIL) funding for the State Revolving Loan Fund (SRF). This position will provide enhanced coordination and support for the state revolving loan programs that municipalities and private entities rely on to advance surface water priorities that restore and protect these assets. This includes facilitating implementation of BIL priorities related to ensuring that disadvantaged communities benefit equitably from this historic investment in infrastructure.

The position will assist in programmatic support to provide municipalities and partner organizations with access to Clean Water SRF funding to implement high priority clean water improvement projects (which will address the growing need to provide expanded access to the Clean Water SRF for nonpoint source projects in order to facilitate the implementation of natural resource projects that serve to meet programmatic restoration goals and TMDL pollution reduction targets). The position will: 
•    Coordinate financing for projects, interacting with municipalities and water project proponents. 
•    Provide administrative review of Clean Water SRF proposals associated with natural resource restoration projects
•    Assist in the processing of SRF/ WISPr funding applications, which may also serve to reduce barriers on disadvantaged community program participation and to improve program efficiency.
•    Provide customer assistance, mostly as it relates to municipal inquiries for WISPr sponsorship projects.

Coordinate with the Watershed Planning Program’s 5 Watershed Planners and Tactical Basin Planning (TBP) statutory partners to identify projects and assist in eligibility determinations in order to advance TBP priorities and in order to provide technical advice to other Department programs.

This position is part of a growing engineering team that includes Professionals with many years of experience in watershed planning and implementation of priority natural resource enhancement and protection .

Preference will be given to candidates with strong written and verbal communication skills, a demonstrated ability to manage publicly funded projects, and experience working with federal and state funds.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor’s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Master’s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.

OR

Four (4) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
