Jhpiego is hiring for the position of Technical Lead- Water and Waste Management for its Comprehensive Primary Healthcare Strengthening Project – NISHTHA, funded by USAID. The position will be based at New Delhi & will require working closely with the planning team based at India Country Office of Jhpiego and its State teams to support program operations in the NISHTHA intervention states. The position will be responsible for strategic support and technical assistance being provided by Jhpiego, to the Government for National Program on Climate Change & Human Health (NPCCHH), across its project-intervention States.

This position requires strong technical expertise, public health experience, strong coordination skills, understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners. This position will report to Chief of Party – NISHTHA.

Responsibilities:

• Work closely with Chief of Party-NISHTHA to develop strategy for project implementation in the intervention states.
• Will work closely with the Nodal Person for NPCCHH activities at Jhpiego India country office at New Delhi.
• Support partner agencies (Government/Non-Government) in the Strategic planning of water conservation measures including rain water harvesting at public healthcare facilities in selected geographies and its strategic implementation in intervention States.
• Support strategies for implementation of healthcare waste management measures in health facilities as per Biomedical Waste Management Rules 2016 and 2018 (amendment).
• Support partner (Government) agencies in the development of effluent treatment plants at healthcare facilities. Prepare a perspective/prospective plan and road map to identify rainfed areas and formulate watershed development programmes.
• Support in preparation of the design, flow diagrams & Bill of Quantities (BoQs) based on enquires for Effluent Treatment Plant.
• Prepare Commercial Offer for Design, Supply of Equipment, Fabrication, Erection & Commissioning for ETP Plant.
• To study & understand purchase/contractors technical specification related to plant process & selection of suitable process-system, based on the characteristics of raw water/sewage specified to achieve required product results.

Assist State Government Program Team/ Jhpiego Project Team in preparing system proposals for Effluent Treatment Plant.

Ensure Vendor selection & follow up to get budgetary offers for ETP system equipment :

• Prepare Process calculations for Effluent Treatment Plant and sizing of different Plant Units as per End User’s/State Government requirements so as to ensure Operational efficiency & maximum Productivity.
• Prepare Piping & Instrumentation Diagrams (P&ID) using Mechanical/CAD/Piping system design tools & carry out simulation studies.
• Propose as per compliance of all statutory requirements to meet up Pollution Control Board
• Attend techno-commercial meetings with clients / consultants along with Project team/Supervisor/Nodal Officer.
• Assist in arriving Civil cost of condition of ETP, ETP-ZLD System, etc.
• Support partner agencies working on Water and waste management in selected health facilities/selected geographies/intervention States.
• Coordinate and work with NISHTHA/Jhpiego team responsible for other key support areas like– Green & Climate Resilient Healthcare Facilities, energy, water and waste management, surveillance of air pollution and heat related illnesses, IEC activities and capacity building of health care workers.
• Coordinate and work closely with different stakeholders supporting NPCCHH activities.
• Coordinate with NISHTHA/Jhpiego State teams for implementation of activities at the State level.
• Work in close coordination with Monitoring Evaluation & Research (MER) team at Jhpiego to provide technical inputs in monitoring and evaluation of activities.
• Participate in periodic meetings and finalizing reports for submission to NPCCHH HQ, NCDC.
• Ensure quality of data; accuracy and consistency in use of standard assessment tools and operational guidelines during data collection in all the intervention States.
• Conduct on-site and virtual training, monitoring and assessments of health care facilities in intervention States.
• Ensure timely submission of periodic documentations & progress reports on implementation of activities in intervention States.
• Work closely with national and state team to develop/revise annual work plan for the program and provide support in implementation and monitoring of program activities as per agreed plan and timelines.
• Work closely with State team leads and state government counterparts to develop, implement, monitor state specific Climate Change project activities including development of roadmaps, work-plans, activities timeline, reports, etc.
• Backstop project teams in providing technical assistance to state governments for operationalization of Green and Climate Resilient Health Care Facilities (GCR-HCF) under NPCCHH in the state and for creating training ecosystem for the same.
• Meet regularly with MoHFW/NCDC officials and state Government/National Health Mission (NHM) officials for smooth project management in the states and respond to the requests in a timely manner.
• Facilitate development of financial proposals for operationalization of GCR-HCF jointly with state officials for incorporation in the state’s NHM Program Implementation plan (PIP).
• Establish an innovative ecosystem for co-designing, incubating and testing local solutions to address key intractable barriers that impede the delivery of Green and Climate Resilient Healthcare facilities in the implementation states. Lead implementation and scale up of such innovative solutions
Provide handholding support and build capacity of project teams in the State to achieve the desired project goals.
Coordinate with state teams to ensure timely and quality state, donor and HQ reporting.
• Facilitate project activities including trainings, on-site coaching, workshop planning, logistics planning and management to ensure smooth project implementation
• Backstop and guide the program team to develop and produce documents like situation analysis reports, assessment reports, success stories, gap analysis plans, procurement plans etc. as per the program need and local context.
• Facilitate documentation of project results, successes, challenges and lessons learned.
• Work with Monitoring & Evaluation (M&E) team at national and state level to establish systems for tracking progress, indicators and deliverables according to agreed work-plans to ensure state and donor requirements are met
• Represent Jhpiego at national and state-level meetings involving government and development partners.
• Frequent travel to the state and districts as per the project requirements.
• Perform other activities, as assigned by the supervisor to achieve organizational goals

Abilities/Skills:

• Technically proficient with up-to-date skills required for the assigned task;
• Proficiency in writing technical and programmatic documents such as training materials and reports.

Qualifications/Knowledge :

• Bachelor’s Degree in Engineering or equivalent in fields related to Water Resource Management.
• Additional Post-Graduation in Water management, water conservation, rainwater harvesting, climate change would be an advantage)
• 5-7 years of experience (post masters qualification) or 8-10 years of experience (post bachelors qualification), of which 1-2 years of experience should preferably be in the government sector.
• Knowledge of international, national and sub-national climate change policy landscape (SAPCC, NAPCC, NDC, NAP)
• Prior experience in engaging and interacting with governmental agencies and sectors, and networking with other key stakeholders from the environmental and developmental space will be an added advantage.
• Experience in the policy development processes associated with climate change.
• Experience in research and or implementation of science-based climate adaptation and/or mitigation initiatives.
Knowledge of broader disaster risk management (including non-climate risks and hazards) would be an advantage.

Experience in design & implementation/ actual commissioning of water and waste management projects would be another advantage.

• Experience in handling technical trainings, capacity building and hand-holding programs
• Understanding of financing mechanisms for projects and experience in field assessments, feasibility studies, cost benefit analysis, stakeholder consultation etc.
• Substantial work experience in Central Govt./State Govt./Public Entities/Regulatory Agencies like CPCB or SPCB dealing with water conservation and waste management.
• International / National Certifications related to Project Management would be an advantaged.
• Additional advantage for technical knowledge or field experience in public health programs.
• Familiarity with the Indian Public Health system, initiatives in health sector and relevant government policies/strategies particularly National Health Mission.
• Experience in implementing and managing large-scale programs.
• Experience in managing a team of diverse professionals.
