1. THE GLOBAL WATER PARTNERSHIP

2. THE GLOBAL WATER LEADERSHIP PROGRAMME

 GWP’s Strategy 2020-2025 emphasizes the urgent need for coordinated action to advance governance and management of water resources for sustainable and equitable development. As an action network bridging the global to the local and the local to the global, GWP seeks to lead systems changes at all levels, as they pertain to providing water solutions, effective policy and financial planning for water, and catalysing climate-resilient development. GWP accomplishes this by initiating steps with its local partners which lead to incremental shifts, resulting in a larger system change.

As an implementing partner of FCDO’s “Global Water Leadership in a Changing Climate” (GWL) programme, GWP has designed a set of work packages to contribute to the programme’s Output 2 (Evidence, norms and standards) and Output 3 (Identifying systemic and financial constraints) for Integrated Water Resources Management, and where possible, for climate-resilient WASH services, in collaboration with UNICEF. These outputs will contribute to generating political leadership for water at the national and international levels.

GWP’s strategy for delivery of the GWL programme is based on horizontal and vertical integration, which indicates cooperation at multiple levels: between national and local stakeholders within a country; between national and global stakeholders towards international platforms; and among project partners both at the global level and within each country. It leverages GWP’s role and function on the global, regional, and national levels to bring forth a joint vision and a spectrum of impacts together with the GWL programme partners.  GWP will be contributing to the Global Water Leadership programme’s outputs through the following key activities:

• Providing grassroot perceptions of water insecurity in selected countries through a survey, complete with ground truthing of relevant data
• Providing baseline and updated information to demonstrate the status and evolution of water and climate resilience in policies and plans in the selected countries through the establishment of a scorecard approach,
• Supporting inclusive and participatory government-led multi-stakeholder change processes to identify bottlenecks in water resource management
• Catalyzing political uptake and implementation of the strategies and mobilizing strong global voices for water and sanitation in international platforms.

The Global Water Partnership Eastern Africa (GWPEA) seeks to recruits “Two Data Analysts” to support the mainstreaming of water resilience into districts’ land use plans in Rwanda under the guidance of GWP-Rwanda and the Rwanda Water Resources Board.

3. SCOPE OF THIS POSITION

 The Data Analysts will support the mainstreaming of water resilience into districts’ land use plans by considering various climate change scenarios and the intended land use development pathways.

The specific objectives of the assignment of the two selected districts are to:

• Assess the proposed land use development pathways and critical reviews on how the water resilience aspect has been captured;
• Assess water resilience challenges (flood risks, drought, etc) for each land use development pathway under various climate change scenarios and various planned development like transportation, agriculture urban development;
• Propose measures to ensure that the intended districts’ land use plans are water resilient;
• Develop a technical tool / technical guide on how to mainstream water resilience in land use plans;
• Deliver trainings to relevant experts on how to mainstream water resilience into land use plans.

To deliver on the assignment, the key tasks to be delivered include:

• Delineation of level 2.5 catchments within each of the two districts.
• Undertaking of hydrological analysis within each of the level 2.5 catchments
• Assessment of water resilience risks (flood, drought, etc) at each delineated sub-catchment in line with the intended land use with special emphasis on the most sensitive areas such as those allocated for urban development, settlements, industries, etc.
• Formulation of measures to enhance water resilience at sub-catchment level for the various land use categories with emphasis on nature-based solutions
• Propose alternative land use allocations where water resilience constraints require so.
• Elaboration of a technical tool / technical guide on how to mainstream water resilience in land use plans which can be used to upscale the process in any other district.
• Preparation and delivery of trainings to relevant technical experts especially at district level on how to mainstream water resilience in land use planning.

4. Deliverables and Timeline

The consultant is expected to take a total of 90 working days distributed over a period of 10 months. The client shall pay the consultant professional fees (to be determined based on agreed daily professional fee rate) against deliverables accepted by the client.

5. REQUIRED QUALIFICATION, EXPERIENCE AND SKILLS

 Interested applicants for the position are required to have the following qualifications and experiences:

• Master’s Degree in hydrology, hydraulics, water engineering, water resources management, hydro-informatics, geo-information science applied to water resources or related fields.
• Having completed at least two consultancy assignments or research projects related to water resilience;
• Having very good knowledge of GIS and remote sensing for water management;
• Proven experience in the use of flood modelling tools especially HEC-HMS/HEC-RAS and demonstrated field experience in water resource management, river hydrology and flood risks.
• Excellent writing and communication skills in English and Kinyarwanda. Knowledge of French is an added advantage
• Experience collaborating and or working with government institutions and agencies preferred.

6. Reporting

The data analysts shall report to the GWL Program Coordinator, in liaison with RWB team and shall also work closely with the team of technical assistants and staff of the National Land Authority undertaking the development of the districts’ land use plans.
