Summary

This position is a Civil Engineer (Hydrologic/Hydraulic), GS-0810-12, working in Albuquerque, NM for the Southwest Region, Water Resources Division. The National Wildlife Refuge System administers a network of lands and waters for the conservation, management and, where appropriate, restoration of the fish, wildlife and plant resources and their habitats. The Refuge System also conserves waterways that give life to critical ecosystems along rivers, streams, wetlands, coasts, and marine areas.

Duties

As a Civil Engineer (Hydrologic/Hydraulic) your duties will include but are not limited to the following:

· Serves as the agency’s technical lead on developing, managing, and maintaining hydrologic and hydraulic models, integrated surface water/groundwater modeling, and flood-control models.

· Develops modeling tools for assessing water availability, water quality, flood-control dynamics, and ecohydrologic assessments for various scales and environmental contexts to answer a variety of water resource, fish, wildlife, plant, and habitat resource questions.

· Develops, performs, documents, and completes quality assurance of numerical analysis and predictive modeling methods to address planning, responding, recovering and the mitigation of water resource issues including hydrologic, hydrogeologic, hydraulic, sediment and geomorphic analyses.

· Develops and applies appropriate methodologies for water resources studies and designs (e.g., stochastic hydrology investigations, flow frequency relationships, precipitation and hydrologic extremes). Assesses, develops, enhances, and applies complex computerized numerical, mathematical and/or statistical models used in water and related resources.

· Provides expert advice, development, and presentations on surface water and groundwater measurement procedures and technologies to support water rights, studies, investigations, and conservation efforts for the Water Resources Division.

· Applies standard and/or new concepts, hypotheses, and techniques and/or modifies or extends emerging techniques in water resources engineering. Provides water resource engineering expertise. Gives technical guidance, training, and advice to lower graded employees and internal and external stakeholders. Gathers the appropriate data for input into the system, and assesses, interprets, and analyzes the validity of the generated results.

· Prepares and oversees technical documentation and reports for water resource studies.

· Communicates scientific data and results effectively orally and in writing to both technical and non-technical personnel to a broad variety of audiences, even when those audiences may have varying interests.

· Instructs lower graded employees on various scientific techniques to measure and record water use to ensure that the Region’s water use and associated documentation is legally and technically suitable.

In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A. I have a bachelor’s or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. I have a combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:(1) Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions (2). Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.(3) Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.(4) Related curriculum — Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Minimum Qualification [GS-12]
One full year of specialized experience equivalent to the GS-11 level in the federal service. This specialized experience may include:(1) serving as a project consultant, project manager, designer and/or technical advisor on projects, including related professional engineering and design management; (2) prepare or review designs and proposals based on professional judgement in the fields of hydrology, hydrogeology, hydraulics, river mechanics, fluid dynamics, and civil engineering; (3) project design and implementation including elevation surveying, hydrology, hydrogeology, sediment and geomorphic measurements and assessments, ability and criteria development, cost estimating, scheduling, advertising and managing contractor bidding processes, contract modifications, construction oversight, final inspection to verify design specifications and satisfactory completion; (4) technical assistance and guidance to junior staff, partners, or private entities to help guide and execute projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
