Org. Setting and Reporting
This position is located in the Division for Sustainable Development Goals (DSDG) of the Department of Economic and Social Affairs (DESA), in the Natural Resources and Interlinkages Branch. The Division provides leadership in promoting and coordinating implementation of the sustainable development agenda of the United Nations and serves as the global secretariat for the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development and provides substantive inputs to the High-level Political Forum on Sustainable Development. The Sustainable Development Officer reports to the Chief of the Natural Resources and Interlinkages Branch.

Responsibilities
Within delegated authority, the Sustainable Development Officer will be responsible for the following duties:

• Monitors and analyzes programme/project development and implementation of the 2030 Agenda for Sustainable Development, in particular on water and sanitation, oceans, biodiversity and climate change and their interlinkages with other SDGs as reflected in the 2030 Agenda, including the follow-up to major intergovernmental meetings such as the Water Conference and the Ocean Conferences; reviews relevant documents and reports; identifies problems and sustainable development issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Collaborates with clients, (e.g. Member States), by planning and facilitating workshops on sustainable development issues, through other interactive sessions and assisting in developing action plans clients will use to manage change, furthering the work on key emerging issues related to natural resources, water and sanitation, oceans, biodiversity, climate change and related policy implications.
• Researches, analyzes sustainable development issues and presents information gathered from diverse sources; undertakes analyses of trends and emerging issues in natural resources, water and sanitation, oceans, biodiversity and climate change and their interlinkages with other SDGs as reflected in the 2030 Agenda.
• Develops draft policy recommendations on sustainable development issues, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Formulates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Drafts and provides substantive contributions to reports of the Secretary-General as mandated by the General Assembly (including Agenda 21 and Harmony with Nature); organizes and prepares written outputs on sustainable development issues, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations on sustainable development issues.
• Provides substantive support on sustainable development issues to intergovernmental bodies such as the High-level Political Forum on Sustainable Development, the Economic and Social Council, and the General Assembly.
• Participates in or take the lead in specific inter-agency or expert task forces or working groups either internally or with outside parties.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related
documents/reports (pledging, work programme, programme budget, etc.).
• Prepares briefing materials, talking points, speech notes and other inputs for presentations by senior staff on sustainable development issues.
• Designs, manages and monitors the implementation of capacity building projects on sustainable development; provides strategic advice to developing countries, upon request, on UN policies, strategies and planning; organizes expert group meetings and seminars; drafts project proposals and seeks funding for technical assistance projects on water resources and sanitation, oceans, biodiversity and climate change.
• Performs other duties as required.

• Communication: Strong analytical skills and excellent communication abilities, both oral and written; Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education
Advanced university degree (Master’s degree or equivalent degree) in social or political sciences, sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, environmental studies or related field is required. A first-level university degree in combination with two additional years of qualifying work experience in sustainable development may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, policy-oriented work in a broad range of sustainable development issues is required.

Experience in providing substantive services to intergovernmental bodies in the economic and social fields is required.

Experience in undertaking activities in collaboration with international partners, for example with entities of the UN system, is desirable.

Experience in working with a wide range of professionals in building consensus, including with senior United Nations officials and external clients, is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
