Tajikistan Strengthening Water and Irrigation Management Project
Assignment Title: ALRI Advisor for Irrigation Strategy Development and IMIS
Reference No. (as per Procurement Plan): SWIM-CS-IC-011
The Republic of Tajikistan has applied for financing from the International Development Association and the European Union towards the cost of the ALRI Advisor for Irrigation Strategy Development and IMIS.
The main task carried out by consultant is to assist the ALRI as the Implementing Agency under the Project in implementation of activities related to Sub-component 1.2 “Improving Irrigation Planning and Management”, particularly on:
Task 1: Overall coordination of activities under the Component 1.2
Task 2: Support in development of the National Irrigation Sector Development Program for the period until 2030;
Task 3: Support and expert advice in development of the Irrigation Management Information System;
Task 4: Support to the WUA unit in design and implementation of WUAs support activities.

Qualification requirements:
- Minimum Master’s Degree in Engineering and Irrigation Planning.
- At least 15 years of experience in irrigation sector reform planning, including infrastructure projects, institutional and legal reforms of the irrigation sector. Experience in at least 2-3 countries where irrigated agriculture makes a large contribution to the economy.
- Strong experience in conceptualizing irrigation management information systems/agriculture information systems as demonstrated by engagement in design of at least one similar IMIS project.
- At least 10 years of international experience in developing similar programs and development plans. Experience in at least 2 countries in developing an Irrigation Development Program or design of institutional reforms. Experience in conducting dialogue at the Government level and conducting consultations.
- Experience in development of practical implementation plans/tools for project management and contract management.
- Fluency in English. Knowledge of the Russian language is an advantage.
The Tajikistan Strengthening Water and Irrigation Management Project now invites eligible individual consultants to express their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
