Pay Range

$136,500 – $183,888 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for an Environmental Analyst (EA) within the Environment, Safety & Health (ES&H) Directorate.  You will provide comprehensive environmental regulatory compliance support for the Spill Prevention, Control, and Countermeasure (SPCC) Program, the Aboveground Petroleum Storage Act (APSA) Program and the Underground Storage Tank (UST) Program at LLNL as well as the Environmental Functional Area (EFA).

In this role you will 

  • Prepare detailed permit applications and permit related documents, SPCC Plans, technical regulatory reports, and serve as a resource and/or collaborate with LLNL programs.
  • Lead, coordinate, and participate in regulatory inspections and tests performed by LLNL personnel or certified subcontractors, external audits requested by enforcement agencies, and routine internal site verifications to verify compliance.
  • Serve as a primary technical contact for environmental regulatory compliance and interpret complex environmental regulations and legislation, negotiate the best compliance solution with regulators.
  • Analyze proposed federal, state, and local environmental regulations and DOE requirements on orders for legal and potential impacts to LLNL operations.
  • Conduct complex environmental analyses and audits of operations and facilities to identify potential environmental issues and recommend solutions.
  • Provide environmental support to other LLNL programs, in collaboration with appropriate ES&H staff members.  
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Physical, Chemical, Biological or Environmental Sciences, Engineering or related field, or equivalent combination of education and relevant experience.
  • Advanced knowledge and significant experience in one or more of the following regulations: 23 CCR Division 3, Chapter 16 (UST); CA H&SC Division 20, Chapter 6.7 (UST); 40 CFR 112 (SPCC); and CA H&SC Chapter 20, Chapter 6.67 (APSA). UST regulations include 22 CCR Division 3, Chapter 16, or 22 CCR Division 4.5, Chapters 15 and 32; AST regulations include 40 CFR 112 (SPCC) or CA H&SC 25270 (APSA).
  • Significant experience analyzing, interpreting and assessing compliance with complex environmental regulations and recommending and implementing solutions.
  • Experience conducting simple to complex audits and compliance inspections.
  • Advanced verbal and written communication skills necessary to effectively present, explain and communicate complex technical information to all levels of personnel and management.  
  • Advanced analytical, decision-making and problem-solving skills to evaluate, interpret, negotiate, recommend and implement actions/solutions for complex problems.
  • Effective organizational skills with detail orientation necessary to handle multiple complex tasks and projects in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service, and good follow-through.
  • Ability to work independently as well as in a team environment with a broad cross-section of people including effective interpersonal skills with the ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.

Qualifications We Desire

  •  Comprehensive knowledge and experience in one or more of the following areas: hazardous waste, air quality, water quality, aboveground or underground storage tank management, or oil spill prevention and mitigation, wastewater or NEPA/CEQA regulations, laws, and regulatory compliance.
  • Steel Tank Institute Certified Inspector (STI Standard SP001), American Petroleum Institute Certified Inspector (API Standard 653), California registered Professional Engineer (P.E.) or ICC certified California UST System Operator.
  • Experience with CAD or ArcGIS software.

Site 300

Site 300 is an experimental test site operated by LLNL.  Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
