Scope of Work:
By 2024, more children including young people have improved access to equitable and safely managed water, sanitation and hygiene services and supplies and live in safe and sustainable climate and environment

The principal objective of the WASH Consultant is to support WASH programme to achieve WASH planned results through the introduction and provision of advanced technology for treating wastewater and recycling for irrigation purposes, advocate decision makers on adaptation and scalability as well as provide technical consultancy on feasibility studies for large scale sanitation facilities.

WASH-ICO is recruiting a national consultant, working jointly with UNICEF Iraq to provide support to the Government of Iraq, mainly to the Ministry of Housing, Construction and Municipalities and directorates in targeted governorates, the Ministry of Health, and its directorates as well as the Mayoralty of Baghdad in strengthening sanitation safety plan as well as introduce climate resilient projects in UNAMI compounds, health care facilities and in communities. Additionally, he/she will be responsible for providing technical support “capacity building” to the Iraqi Government, comprising sector partners from line ministries and directorates at federal and governorate level, respectively. Support WASH programme to achieve WASH planned results through provision of advanced technology for treating wastewater and recycling for irrigation purposes, advocate decision makers on adaptation and scalability as well as provide technical consultancy on feasibility studies for large scale sanitation facilities in Baghdad (Al Rostumiya and Al Bo Eitha) which serve all population in Baghdad governorate and in line with Annual Work Plan 2023 and under the supervision of WASH Specialist, ICO Baghdad.

Tasks/Milestone, Deliverables/Outputs and Timelines:
Development of inception report on sanitation sector planning – 20 days

Upon submission of monthly progress reports on MBBR system inside UNAMI compound and Tamimi – 20 days

Upon submission of monthly progress reports on MBBR system inside UNAMI compounds in BIAP – 20 days

Upon submission of analytical progress reports on two MBBR system inside the medical complex – 20 days

Upon submission of analytical final report on three MBBR system inside the medical complex – 40 days

Upon submission of analytical final report on two MBBR system inside the medical complex – 40 days

Workshop with sector partners on MBBR process and findings – 20 days
Workshop with UNAMI and other sister agencies on the results of MBBR – 20 days

Upon submission and acceptance of final report for MBBR system in all three UNAMI locations – 20 days

Upon submission and acceptance of final report for MBBR system in medical complex – 20 days

Duration: 240 days spread until 30 March 2024. Remote consultancy with mission travel to Erbil and Basrah on average of one day per month

Recruitment qualifications:
– Master’s degree in mechanical/ civil engineering, management or any relevant degree backed by relevant work experience.
– Minimum of 8 years of relevant work experience
– Ability to work and follow up (on daily basis) in often stressful time-critical situations
– Strong, proven functional skills in analytical writing, and producing reports and, research and assessments.
– Excellent demonstrated ability to be flexible and work under tight deadlines in an independent working environment.
– High level of communication and interpersonal skills and experience in working effectively in a multi- cultural environment.
– Good understanding of UN common system and policies, including Delivering as One principle
– Full understanding and experience in sanitation and municipal sewage supply systems would be an advantage.
– Knowledge of the Iraq context, excellent relationship with sector ministries will be an added advantage
– Proficiency in English required; knowledge of the local language/s are strong assets.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Candidates must submit an all-inclusive fee for the assignment. UNICEF will provide travel for the assignment and in-country travel if required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
