Position Summary:

The UAF Environmental Support Services unit will provide developmental planning and environmental services to Fort Wainwright in accordance with the recently signed Intergovernmental Support Agreement (IGSA). One of the required services in accordance with the agreement is a dedicated full-time professional to ensure compliance with the Clean Water Act (CWA) and to ensure all required activities and sources are properly permitted and in compliance with applicable regulations.The Water Quality Specialist will be the subject matter expert for the team and provide knowledge in areas of water quality services. This person will assist in the development of plans and tasks to ensure compliance in support of Ft. Wainwright and support filed work as needed.

Duties:

Project Management: The water quality specialist will maintain knowledge of the Clean Water Act (CWA) and its applicability for the installation. It will serve as the installation’s water quality specialist within the Compliance Management Branch, Environmental and Natural Resources Management Division, and the Dept. of the Public Works (DPW). Develops and maintains reporting systems for the Environmental Quality Control Committee to update the installation on its overall water program.

Policy Procedures and Compliance: Manages all aspects of the water permit operating record program on the installation, requiring in depth knowledge in the National Pollutant Discharge Elimination System (NPDES) permit program management and record keeping. Establishes policies and guidance and interprets federal state and Army regulations for the protection of water, soil and groundwater, as they may be adversely impacted by activities on the installation. Identifies water priority pollutants, developed NPDES plans, trains installation staff on the proper management of best management practice of the CWA. Ensures the installation maintains compliance with all the state, federal, and Army regulations.

Program Management: The specialist will identify needs and develop Environmental Program Requirements (EPRs) for new projects and program requirements. It will maintain and submit required state reports and permit-required studies and assessments in compliance with regulatory timelines.

Other duties as assigned.

KNOWLEDGE, SKILLS, ABILITIES:Understanding of the Clean Water Act.Knowledge of a wide range of principles, concepts, and methodologies related to water quality management, sampling, and regulations.Knowledge of laws, regulation, licensing/permit requirements, and precedent decisions governing environmental operations.Strong Public Administration Skills.Strong written and verbal communication skills.Ability to develop strategic plans.Knowledge of DoD systems, procedures, policies, and processes.Ability to be self-motivated and to complete tasks in a timely manner.
PREFERRED EXPERIENCE:1-2 years of experience working in environmental services, natural resource management or conservation.Strong written verbal communication skills.Scientific field work.Ability to use Google suite of tools and Microsoft software.Ability to develop a working relationship with the University of Alaska Fairbanks.Demonstrated experience working in the DoD/U.S. Army.
REQUIRED EDUCATION OR TRAINING:Bachelor’s degree in a biological sciences, fish and wildlife conservation/management, resource management or other related environmental fields.Ability to access military installations in Alaska.Possession of a valid driver’s license.Experience in conducting scientific field work is preferred.
SALARY INFORMATION:This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 81, based on education and experience.
