Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach, which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

COUNTRY PROFILE

REACH has been operating in Somalia since 2012 and has multiple research cycles including two large-scale national assessments (Joint Multi-Cluster Needs Assessment and Detailed Site Assessment) as well as a number of other smaller assessments all aimed at providing intersectoral analysis of the response. In addition, there is a cash and markets team, which provide third party monitoring to the largest cash consortium in Somalia and Joint Market monitoring for the Shelter, NFI and WASH clusters.

Position Profile:

Under the line management of the REACH Research Manager of the Inter-Sectoral Unit (ISU) the WASH Assessment Officer is responsible for the implementation of IMPACT’s research cycles in country, including the preparation, data collection, analysis, drafting, dissemination and evaluation stages. Throughout research cycles, the WASH Assessment Officer engages with partners to promote their participation and maximize their impact. He/she also ensures an efficient and transparent use of resources required for project implementation. This can include the direct supervision of assessment teams.

In his/her mission, the WASH Assessment Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, Administration, and relevant HR, Logistics and Finance rules and regulations.

Duties and Responsibilities:

  1. The WASH Assessment Officer will provide information management (IM) support to the WASH Cluster will ensure that WASH partners have access to comprehensive data in order to conduct evidence-based activities and inform their programming.
  2. In addition, the IM activities will be oriented towards building a robust portfolio of datasets, to be updated on a regular basis by WASH partners.
  3. Subsequently, a capacity building component could be integrated to IM support activities, to train partners on the use of the datasets and the management of the information over time.
  4. The WASH Assessment Officer will provide WASH Cluster support and will also aim to establish a comprehensive understanding of sector-specific situations by highlighting the severity of needs across population groups and regions, conduct in-depth analysis on specific thematic upon request.
  5. The IM support will aim to identify information gaps (geographical, thematic, periodic, etc.) for the WASH Cluster to advocate for more WASH assessments and interventions

FUNCTIONS

  1. Activity 1 – Conduct a secondary data review of the existing WASH information landscape
  2. Activity 2 – Ensure the harmonization and mainstreaming of WASH data collection activities across WASH and non-WASH assessments
  3. Activity 3 – Identify, analyse, and disseminate data on WASH conditions, drivers of WASH conditions, and WASH outcomes

Qualifications/Skills Required:

  • A Bachelor’s degree in degree in relevant discipline
  • Minimum three years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Technical skills such as using AutoCAD, ArcGIS, ODK and Microsoft Office.
  • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
  • Experience in working with national partners, local/government authorities, and UN organizations.
  • Experience working in an IDP camp setting

Technical skills

  • Proficiencyand proven experience with research methods. Excellent analytical skills
  • Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are an advantage
  • Experience with InDesign an asset.
  • At least 1 year of relevant working experience. Experience in humanitarian settings highly desirable
  • Experience working in WASH.
  • Team management experience and skills highly desirable
  • Excellent communication and drafting skills for effective reporting
  • Ability to multitask with tight deadlines, on numerous research cycles
  • Proven ability to work independently
  • Ability to operate in a cross-cultural environment requiring flexibility
  • Past experience in the HoA region is desirable
  • Fluency in English and competency in Somali required
  • Ability to operate in a complex and challenging security environment.
