OVERVIEW OF THE FUNCTIONS OF THE POST

Background and Objective:  UNESCO seeks to engage services of an individual expert with a proven understanding of UNESCO and related sciences networks in Asia and the Pacific to support programme implementation support and backstopping.

I.    DUTIES AND EXPECTED OUTPUT: 

Under the overall authority of the Director UNESCO Office in Jakarta, the incumbent is responsible for developing and implementing projects and project proposals, providing advice, research and knowledge management expertise, partnership development and contributing to resource mobilization to the Science Policy and Capacity Building (PCB) programmes of UNESCO Jakarta as well as to multi-sectoral and cross-country programmatic activities and initiatives conducted from own duty station. The incumbent works within the frameworks of UNESCO’s Medium-Term Strategy (C/4s), the approved Programme and Budget (C/5) and according to global development plans such as the 2030 Sustainable Development Goals (SDGs).

In particular, the incumbent shall:

  • Identify sciences needs in the region & cluster countries in the area of Science, Technology and Innovation (STI), with specific focus on science policy, basic & engineering sciences, and Small Islands and Developing States (SIDS);
  • Contribute to the design, planning, implementation and monitoring of the programme and activities related to UNESCO’s Natural Sciences Sector funded under Regular and Extra Budgetary resources;
  • In charge of the revision, design, implementation and monitoring of STI policies and programmes, the UNESCO’s STI and related initiatives, policy research and sector studies;
  •  Support the development of human and institutional capacities in science, technology and innovation institution and programmes. Prepare inputs for the Programme and Budget documents (C/5) and related workplans in cooperation with other programme sectors where appropriate;
  • Implement and coordinate UNESCO programmes and activities events and initiatives Science & Technology importance;
  • Support LINKS and SIDS initiatives in the region;
  • Provide support for the strengthening of networks of science education and research institutions for the popularization of science;
  • Provide advisory services, technical assistance, plan, execute and evaluate activities for UNESCO’s programmes for the advancement of women and youth in Science, Technology & Innovation in Member States in the Asia Pacific region.
  • Maintain close contacts with concerned (sub-)regional/national/local authorities and contribute to the development of national science policies. Support the development and implementation of science related programmes and activities as agreed in the MoU between UNESCO and ASEAN.
  • Establish, develop, and maintain cooperative links with National Commissions, and science-related Government Ministries, participate in joint programming and ‘Delivery as One’ exercises within the framework of the UN Reform and ‘Delivering as One’, such as Common Country Assessments/United Nations Development Assistance Frameworks (CCA/UNDAF), Additional activities that may be required to ensure the success of the work team.

II.   DELIVERABLES:

  1. Work plan for the contractual Period (within first 2 weeks)
  2. Monthly reports highlighting achievements and progress of project implementation, opportunities identified, challenges encountered/lessons learnt, and pending programme activities and plans put in place to ensure effective implementation.  Report shall also include related outputs such as: (a) Technical reports; (b) guidebook, workbook, and guidelines; (c) Mission reports, and (d) other related documents.
  3. A Final report at the end of the contract period summarizing activities completed, opportunities identified, challenges and how they were addressed, lessons learnt and recommendations for further successful programmatic implementation.

III.   QUALIFICATIONS

    • Advanced university degree in a science-related field;
    • At least 5 years of experience and engagement in international science networking and cooperation;
    • Extensive project management experience with the ability to manage projects and teams independently; 
    • Extensive working experience in Asia and the Pacific, particularly with bilateral and multilateral donor agencies and NGOs;
    • Previous engagement with United Nations agencies, and international non-governmental organizations would be an asset;
    • Proficiency in written and spoken English and, working knowledge of Japanese would be an asset.
